Taizhou Prefabricated House Construction Policy

Quản trị 18 tháng 9, 2026

Currently, no direct policy specifically targeting the construction of prefabricated houses in Taizhou has been found. However, relevant policies in Taizhou, such as urban-rural planning and rural homestead management, may indirectly affect the construction of prefabricated houses, as detailed below:

Urban-Rural Planning Management

The 'Taizhou Urban-Rural Planning Management Technical Regulations (Building Management) 2025 Edition' provides planning guidance for the construction of prefabricated houses. These regulations clarify the relevant legal and regulatory bases and scope of application, stipulating aspects such as urban-rural land classification and suitable construction areas, building spacing, building setbacks, underground space, building height, green spaces on building sites, and parking spaces for construction projects. For example, based on the 'Guidelines for the Classification of Land and Sea Use for Territorial Space Survey, Planning, and Use Control', construction land is classified and categorized, emphasizing that no concentrated urban construction should occur outside urban development boundaries. The regulations also refine the reduction coefficients for spacing in different orientations and the calculation rules for specific building sunlight spacing. The construction of prefabricated houses must adhere to these planning requirements to ensure compliance with the overall urban-rural layout and planning standards.

Rural Homestead Management

  • Jiaojiang District: The 'Interim Measures for the Management of Rural Homesteads in Jiaojiang District, Taizhou' impose specific requirements on the construction of prefabricated houses involving rural homesteads. These measures clarify the division of responsibilities, improve the management mechanism, strengthen inter-departmental coordination, and establish a three-tier supervision system at the district, sub-district, and village levels. They strictly enforce area standards, implement classified control, and refine the upper limits of area in accordance with the principle of 'one household, one homestead, with a limited area'. The measures also standardize the definition of a 'household' and the rules for household division and registration, refine population identification and property division management, optimize the approval process, and strengthen full-process supervision by implementing a procedure of 'farmer application, village-level review, and sub-district approval', strictly enforcing the 'demolish old to build new' system. If the construction of prefabricated houses involves rural homesteads, these regulations must be strictly followed.
  • City-wide Level: The Taizhou Municipal People's Government Office previously issued an opinion on accelerating the registration and confirmation of rights for rural homesteads and housing across the city (this document has been abolished). Although the document has been abolished, its principles of 'respecting history, integrating housing and land, classified handling, and centralized registration', as well as the clearly defined circumstances under which approval procedures for rural houses will not be retroactively completed, provide insights into past approaches and requirements for the management of rural homesteads and housing, offering some reference value for the current management of prefabricated house construction.
