Simple Temporary Toilet Mobile Permit

Quản trị 02 tháng 10, 2026

For a vehicle-mounted "simple temporary toilet," there is no term called "mobile visa." Its movement (use) involves multiple procedures, covering basic administrative approvals, operational-related procedures, and installation and maintenance requirements.

I. Basic Administrative Approvals

  1. Special Vehicle Registration: It is necessary to apply for vehicle modification registration with the local traffic management department to ensure that the vehicle's dimensions, weight, and safety facilities (such as anti-skid devices and warning signs) comply with road traffic standards. After modification, the vehicle must pass a safety inspection and obtain a registration certificate before it can be used on the road.
  2. Temporary Road Occupancy Permit: If the toilet needs to be parked and used in public areas (such as streets or squares), an application must be submitted to the urban management department, specifying the usage time, location, and sanitation management responsibilities. Some cities require a site usage agreement or proof from the property owner, such as a site lease contract signed with the event organizer.
  3. Sanitation Permit and Environmental Protection Approval: Apply for a "Public Place Sanitation Permit" from the health department, submitting a toilet cleaning, disinfection, and sewage disposal plan to ensure compliance with sanitation standards. The environmental protection department focuses on reviewing fecal waste disposal methods: if a storage tank is used, the cleaning cycle and professional disposal unit must be specified; if biodegradation technology is employed, technical documentation must be provided to streamline the approval process.

II. Operational-Related Procedures

  1. Business License and Scope of Business: For commercial mobile toilets (such as those rented for business events), a business license must be obtained, and the scope of business must clearly state "mobile toilet services" or "environmental protection equipment rental." Non-commercial use (such as temporary facilities on construction sites) may be exempt from this requirement, but documentation explaining the nature of use must be retained.
  2. Event Reporting (for temporary use): When used for large-scale events (such as exhibitions or music festivals), it is necessary to jointly report with the organizer to the event approval department, providing the number of toilets, layout plan, and emergency management plan (such as alternative solutions in case of sudden failures). Some cities require materials to be submitted 15 working days in advance.

III. Installation and Maintenance Requirements

  1. Water, Electricity, and Sewage Connection: For vehicle-mounted toilets requiring external water and electricity connections, coordination with the site management for safe power and water supply is necessary, and a usage agreement must be signed; independent storage tanks must be regularly cleaned by professional units, with cleaning records retained for inspection. Environmentally friendly toilets without water and electricity design (such as those powered by solar energy) must submit technical documentation to prove their self-sufficiency.
  2. Safety and Fire Inspection: Vehicle models equipped with electrical equipment must pass fire safety inspections and comply with fire prevention standards (such as circuit insulation and fire extinguisher configuration). Some cities require a fire safety inspection report, especially for mobile toilets used in crowded places.
