Shenzhen Prefabricated Housing Construction Plan
The Shenzhen Prefabricated Housing Construction Plan is primarily based on modular construction technology, covering multiple aspects such as technical implementation, cycle efficiency, application scenarios, industrial clusters, and policy guidance.

I. Modular Construction Technology
Shenzhen extensively applies modular construction technology in residential projects, dividing the entire building into independent modular units. Each modular unit undergoes industrial prefabrication in the factory for most processes, including structural, mechanical and electrical, plumbing and HVAC, as well as interior decoration, ensuring high precision and standardization. For example, the Huazhang Xinzhu project divided five buildings of nearly 100 meters into 6,028 independent modular units, achieving rapid building assembly through a combination of factory prefabrication and on-site hoisting.
II. Construction Cycle and Efficiency Improvement
Modular construction significantly shortens the construction cycle and reduces on-site labor. Taking a public housing project in Shenzhen, Guangdong as an example, the completion and delivery time was shortened from the traditional 2.5-3 years to 1 year, with on-site labor reduced by about 50%. This advantage stems from the parallel operation mode of factory prefabrication and on-site construction, reducing delays caused by overlapping processes in traditional construction.
III. Expansion of Application Scenarios
- Residential Projects: Modular technology covers scenarios such as commercial housing, public housing, and dormitories, and is encouraged for use in the “original demolition and reconstruction” and minor renovations of old residential areas, improving living quality and space utilization.
- Public Service Facilities: Benchmark projects are created in fields such as schools and hospitals. For example, modular schools can quickly respond to educational needs, while modular units in hospitals support flexible layouts and functional expansions.
IV. Industrial Clusters and Standard Systems
Shenzhen has formed three major industrial clusters—research and development, design services, and production—through precise layout, promoting coordinated industrial development. At the same time, it strengthens technical system support, encourages enterprises to research and iterate modular construction technologies, formulates standard specifications for production and construction, and improves the standard system across the entire industrial chain to ensure the standardization and sustainability of technology applications.
V. Policy Guidance and Objectives
According to the Shenzhen Action Plan for Promoting the Development of Modular Construction (2026-2028), by the end of 2028, Shenzhen plans to implement modular construction projects covering a cumulative area of no less than 3 million square meters, promote the integrated development of the three major industrial clusters, release no less than six standard specifications and atlases, drive the maturation of the modular construction management system, technical system, and talent system, and build an industrial ecosystem with full industrial chain aggregation.
