Shandong House Prefabrication
Shandong has established a relatively comprehensive policy and standard system as well as a rich supply of market products in the field of house prefabrication.

At the policy and standard level, Shandong Province has promoted the standardized development of house prefabrication through multiple policy documents. Firstly, it issued the "Technical Guidelines for the Construction of Prefabricated Rural Houses in Shandong Province", which defines a prefabricated rural house as "a rural residential house assembled on-site from prefabricated or partially prefabricated components produced in a factory" and stipulates that its construction should follow the principles of safety, applicability, economic rationality, and green aesthetics. In terms of structural systems, the guidelines cover various systems such as steel structures, concrete structures, and wood structures, and provide detailed design and construction specifications. For example, it requires that the connection joints of steel-structured rural houses should use high-strength bolts or welding to ensure structural stability. Regarding materials, it emphasizes adapting to local conditions and giving priority to the use of local green and economical building materials, such as straw panels and bamboo, while prohibiting the use of high-energy-consuming and polluting materials, such as formaldehyde-exceeding plywood. In terms of design, it focuses on meeting the housing needs of farmers and requires the reflection of regional characteristics. For example, the traditional style of blue bricks and gray tiles can be adopted in central Shandong, and age-friendly designs such as barrier-free access and non-slip floors should be considered. Secondly, it issued the "Several Measures for Further Strengthening the Prevention and Control of Prominent Quality Issues in On-site Construction Projects (Prefabricated Buildings, Mechanical and Electrical Installation, and Decoration)", which proposes multiple specific measures for prefabricated building projects. For example, it strictly implements the factory-based supervision system for prefabricated components, requiring supervision units to dispatch professional personnel to supervise the entire production process of components to ensure their quality. It also implements the first-section acceptance system, which means that after the construction of the first standard floor of a prefabricated building is completed, it must be jointly accepted by the construction, construction, and supervision units before construction can continue, ensuring project quality from the source.
At the market product level, Shandong offers a wide variety of prefabricated house-related products that cover different demand scenarios. Enterprises in Jining, Tai'an, Heze, and other places produce new types of prefabricated cement houses and assembled cement movable houses, which adopt the integrated pouring process of reinforced concrete and have characteristics such as structural stability, corrosion resistance, and mobility. For example, some products can be hoisted and transported as a whole, suitable for temporary housing, post-disaster reconstruction, and other scenarios. In terms of price, depending on the specifications and configurations, they range from several hundred yuan per square meter to several thousand yuan per set. For example, the price of a simple assembled cement movable house is about 500 - 800 yuan per square meter, while the price of a decorated prefabricated house set can reach 2000 - 3000 yuan per set, providing diverse choices for rural housing construction.
