Saudi Prefabricated Assembled Housing Project
The Saudi Prefabricated Assembled Housing Project, represented by projects such as Phase III of the Riyadh Sedra Project in Saudi Arabia, is an important practice that aligns the Belt and Road Initiative with Saudi Arabia's Vision 2030, demonstrating significant technological innovation and民生 (livelihood) value.

Project Overview and Core Projects
The Saudi Prefabricated Assembled Housing Project covers Phase III, IV, and V of the Riyadh Sedra Project, as well as the East Riyadh Project. Among them, Phase III of the Sedra Project is undertaken by China Harbour Engineering Company (CHEC) and adopts a fully prefabricated construction model. The project commenced on May 1, 2024, and completed the hoisting and installation of approximately 208,000 prefabricated components for 1,894 villas on June 11, successfully reaching the topping-out stage, marking the project's entry into the decoration and finishing phase. The Sedra Phases III to V and the East Riyadh Project require the construction of 6,796 villas, making it the largest single project in the overseas housing construction sector of China Communications Construction Company (CCCC). Upon completion, it will significantly increase the homeownership rate among Saudi citizens and improve residents' living conditions.
Technological Innovation and Intelligent Management
All prefabricated components for the project are produced by the first intelligent prefabricated building factory in the Middle East, independently constructed by China Harbour Engineering Company. This factory implements intelligent management throughout the entire process of design, production, and warehousing, optimizing component precision and production efficiency through digital technologies, ensuring a substantial reduction in construction periods. For example, Phase III of the Sedra Project took only 42 days from commencement to topping-out, demonstrating the efficiency of prefabricated construction. Additionally, the fully prefabricated model reduces on-site wet operations, minimizing the environmental impact of construction and aligning with Saudi Arabia's green development goals.
Strategic Significance and Livelihood Impact
As a model of China-Saudi cooperation, the project not only deepens economic cooperation between the two countries but also promotes cultural exchanges through housing construction. Saudi Arabia's Vision 2030 emphasizes improving citizens' quality of life, and the Sedra Project directly responds to this goal by providing modern housing. Meanwhile, the project creates numerous local employment opportunities, cultivates technical talent in prefabricated construction, and supports the upgrading of Saudi Arabia's construction industry. CCCC has solidified its leading position in the overseas housing construction sector through this project, providing replicable experience for future Belt and Road cooperation.
Future Prospects
With Phase III of the Sedra Project entering the decoration and finishing phase, the overall progress of the project will further accelerate. It is anticipated that subsequent projects will continue to adhere to intelligent and green standards, driving Saudi Arabia's housing construction towards efficiency and sustainability. The successful implementation of this project sets a new benchmark for cooperation between China and Saudi Arabia in infrastructure and livelihood projects, potentially expanding to more Belt and Road countries in the future.
