Rural Application for Mobile Toilets

Quản trị 21 tháng 9, 2026

Rural applications for mobile toilets must meet compliance requirements and follow subsidy application procedures, as detailed below:

I. Compliance Requirements for Mobile Toilets

To place a mobile toilet within rural homestead land, the following conditions must be met simultaneously to avoid being classified as an unauthorized structure:

  1. Legal Location: It must be located within legally approved homestead land, without occupying cultivated land, public land, or exceeding homestead boundaries.
  2. Planning Compliance: It must comply with rural construction planning and building codes, including height and structural safety requirements, to avoid affecting the overall appearance of the village.
  3. Environmental Compliance: Waste treatment must meet environmental regulations, prioritizing harmless treatment methods (such as three-chamber septic tanks, biodegradation, etc.) to prevent soil or water pollution.
  4. Neighborly Rights: It must not affect neighbors' ventilation, lighting, drainage, or other adjacent rights, to avoid disputes.

II. Subsidy Application Process for Mobile Toilets

  1. Application Submission

    • Farmers submit a written application to their village (community), filling out the "Rural Toilet Renovation Subsidy Application Approval Form" and having it stamped with the village committee's official seal.
    • Core materials include: a copy of the applicant's ID card and a copy of the bank card for receiving subsidies.
    • If constructed by a construction team: Additional materials such as the construction agreement, contractor's identity and bank information are required.
  2. Village-Level Review

    • The village committee conducts a preliminary review of the application materials, verifying the legality of the homestead, construction planning, and neighbor opinions, and then submits the review opinion to the town (street).
  3. Township Approval

    • After town (street) approval, construction standards (such as toilet type and waste treatment method) and subsidy amounts are specified, implementing a "build first, subsidize later" model.
    • Farmers can build it themselves or entrust a winning construction team for unified construction, retaining construction contracts, invoices, and other documents.
  4. Inspection and Subsidy Disbursement

    • After construction is completed, the town (street) organizes an inspection, focusing on compliance, environmental compliance, and functionality.
    • Upon passing the inspection, the county-level agricultural and rural department disburses subsidies directly to the farmer's account through the "one-card-through" system for subsidies benefiting farmers.

III. Precautions

  • Policy Verification: Before applying, confirm the latest implementation standards, application deadlines, and personal eligibility with the village committee or township agricultural and rural office.
  • Material Completeness: Ensure application materials are truthful and complete to avoid delays in approval due to incorrect information.
  • Long-Term Maintenance: Mobile toilets require regular waste cleaning and structural safety checks to ensure continued environmental compliance.

By complying with application procedures and standard construction, farmers can effectively improve sanitary conditions, enjoy policy subsidies, and avoid legal risks.
