Quanzhou Housing Prefabrication
Quanzhou mainly faces issues with old prefabricated panel houses in housing prefabrication and has implemented a series of renovation and upgrading measures to address them.

Issues with Old Prefabricated Panel Houses
Some housing reform and fund-raising houses in the central urban area of Quanzhou, built in the 1980s and 1990s, have been repurposed for crowded venues due to changes in their original functions. Given the characteristics of prefabricated panels and mixed structures, their safety risks cannot be ignored. For example, Hongmei New Village, the earliest residential area in the ancient city of Quanzhou, was built in the 1970s and consists of old prefabricated panel houses. Over time, these houses have gradually developed problems such as cracking and water seepage, with some buildings even being identified as dangerous houses, highlighting significant safety hazards. These old prefabricated panel houses not only affect the living safety of residents but also pose potential threats to the overall safety of the city.
Renovation and Upgrading Measures
To address the issues caused by old prefabricated panel houses, Quanzhou has actively promoted urban renovation and upgrading efforts. In conjunction with the urban renewal plan, the focus is on rectifying old prefabricated panel houses that have been repurposed. Depending on the situation, classification and disposal methods such as reinforcement and repair, and functional replacement are adopted. For houses with safety hazards that still have reinforcement value, professional reinforcement and repair techniques are used to improve their structural safety and extend their service life. For some old prefabricated panel houses whose functions no longer meet modern needs, functional replacement is carried out to transform them into building types more suitable for current urban development.
At the same time, Quanzhou has also issued the Implementation Opinions on Promoting the Renovation and Upgrading of Old and Dilapidated Houses, clearly specifying the renovation and upgrading of old and dilapidated houses with multiple property owners and made of stone-mixed or brick-mixed structures or prefabricated panel houses. The issuance of this policy provides policy support and guidance for the renovation and upgrading of old prefabricated panel houses, aiming to eliminate housing safety hazards, improve residents' living conditions, and enhance the overall image and quality of the city.
