Prefabricated Panel Structure School Building

Quản trị 18 tháng 9, 2026

In school settings, prefabricated panel structure buildings require special attention to building safety appraisals, renovation and demolition policies, educational land management, and policy timeliness. Specific requirements are as follows:

1. Building Safety Appraisal Requirements

As densely populated venues, prefabricated panel structure buildings in schools must undergo systematic safety appraisals covering the following aspects:

  • Foundation Inspection: Focus on identifying uneven settlement and the impact of surrounding environments (such as changes in groundwater levels and nearby construction) on the foundation to ensure its stability.
  • Inspection of Main Structure Damage: Check for cracks in the seams of prefabricated panels, concrete spalling at the bottom of panels due to steel bar corrosion, and excessive deflection (affecting structural load-bearing capacity). Also, assess the integrity of key components such as load-bearing walls, concrete beams, and structural columns.
  • Seismic Performance Evaluation: Based on local seismic fortification requirements, evaluate the overall seismic capacity of the structure, such as the firmness of node connections and whether the reinforcement of components meets seismic demands.
Typical Case: In the renovation project of Building No. 5 in the Qingshanhu Campus of Nanchang Normal University, the appraisal report explicitly required a current safety appraisal and a seismic performance test to ensure compliance with dormitory usage standards after renovation.

2. Renovation and Demolition Policies

  • Gradual Demolition Principle: Starting from 2022, prefabricated panel buildings nationwide are required to be gradually demolished due to safety issues, and buildings on school land must also comply with this policy.
  • Renovation Measures: If the building is not to be demolished immediately, old renovations (such as exterior wall painting, water and electricity circuit repairs, and elevator installations) can be implemented. The costs are borne or shared by the government, depending on regional policies.
  • Demolition Compensation: If a building needs to be demolished due to safety or planning requirements, fair compensation must be provided to the owner in accordance with the Regulations on the Expropriation of Houses on State-owned Land and Compensation, including the value of the house and relocation expenses.

3. Educational Land Management Regulations

  • Land Nature: School land is state-allocated land, and its transfer or change of use must be approved in accordance with the law. The land use right is granted for a term of 50 years, and an application for renewal must be made upon expiration.
  • Usage Restrictions: The renovation or demolition of prefabricated panel buildings must comply with the nature of educational land and must not be arbitrarily changed to commercial, residential, or other uses, or used to settle debts.

4. Policy Timeliness and Regional Variations

Policies regarding prefabricated panel buildings may be adjusted over time and by region. For example, in 2024, there may be updates to demolition compensation standards and an increase in the frequency of building safety inspections. It is recommended that schools regularly consult local housing and urban-rural development and education departments to obtain the latest policy information.
