Renovation of Prefabricated Panel Structure Houses
The renovation of prefabricated panel structure houses should be determined based on the safety appraisal grade of the house, with common approaches including the renovation of old residential areas, repair and reinforcement, original demolition and reconstruction, and expropriation and demolition. Details are as follows:

1. Renovation of old residential areas
This approach is suitable for houses appraised as Grade A or B with no major issues in the main structure, mainly focusing on optimizing local functions. Renovation work typically includes roof waterproofing repairs, replacement of old pipelines, upgrading of fire protection facilities, and elevator installation. For example, during the 14th Five-Year Plan period, Yangzhou City completed the renovation and upgrading of 781 old residential areas, installing a total of 379 elevators, significantly improving the convenience of residents' lives. Such renovations mainly aim to maintain the basic usability of the houses, do not involve structural reinforcement, and have relatively low costs and short cycles.
2. Repair and reinforcement
For houses appraised as Grade C dilapidated buildings (locally dangerous but still repairable), it is necessary to enhance structural safety through technical means. Reinforcement measures include wall reinforcement (such as carbon fiber cloth pasting and adding structural columns), beam and column repair (such as section enlargement and steel-encased reinforcement), floor reinforcement (such as steel plate pasting on the underside of the floor), and foundation reinforcement (such as grouting reinforcement). In addition, it is necessary to simultaneously improve earthquake resistance, for example, by adding seismic supports or dampers. The central budget's special investment for urban renewal provides up to 70% subsidy support for the renovation projects of Grade C and Grade D dilapidated houses, reducing the financial burden on homeowners.
3. Original demolition and reconstruction
This approach is suitable for scenarios where the house structure is severely damaged and has no repair value, adopting a model combining homeowner self-financing and government subsidies. For example, in the Fuxing Street Qilou project in Huadu District, Guangzhou, 10 homeowners self-financed the original demolition and reconstruction at a cost of 4,600 yuan per square meter, with the government responsible for the approval process and policy support. This model requires addressing issues such as transitional accommodation during construction, unifying homeowner opinions, and the relatively long construction period, and usually requires signing an agreement in advance to clarify the responsibilities of all parties.
4. Expropriation and demolition
Expropriation procedures can only be initiated in accordance with the law when the house is located on land for public facilities such as road construction or subway construction or is included in a clear demolition and reconstruction project. Such cases need to be led by the government and compensation and resettlement shall be carried out in accordance with the Regulations on the Expropriation of Houses on State-owned Land and Compensation.
Prerequisites for implementation:
- Confirm the safety appraisal grade of the house to clarify the necessity of renovation;
- Inquire about local urban renewal or expropriation plans to avoid conflicts with planning;
- Clarify property rights and homeowner intentions to ensure the feasibility of the renovation plan;
- Calculate in advance the proportion of government subsidies and self-financing to formulate a reasonable budget.
