Houses Built with Prefabricated Panels
Houses built with prefabricated panels are structures primarily constructed using prefabricated panels, which are cement components manufactured in factories. These houses possess various characteristics and issues, and relevant policies have clear regulations regarding them.

Basic Information on Prefabricated Panel Houses
Prefabricated panels are cement components produced in factories. During manufacturing, wooden models are nailed together, steel bars are arranged, and cement is poured to form the panels. These panels come in two types: solid and hollow. The hollow structure achieves lightweighting by reducing the non-load-bearing concrete. This construction method originated in the early 20th century. In China, residential buildings constructed before 1985 often adopted this structure, primarily for floor slabs and roof insulation layers. The construction process resembles "building with blocks," where pre-fabricated cement panels are assembled piece by piece, resulting in fast construction speeds and low construction costs.
Issues with Prefabricated Panel Houses
- Performance: Existing prefabricated panel houses generally suffer from weak earthquake resistance and poor sound and thermal insulation. After occupancy, issues related to poor insulation and soundproofing gradually become apparent, leading to cold interiors in winter and stuffy conditions in summer, with little privacy between neighbors.
- Lifespan: The designed service life of these houses is typically around 40 years. Nowadays, many houses have "exceeded their service life," exhibiting extensive peeling of wall finishes and numerous cracks in the walls. In severe cases, they may even become dangerous buildings.
- Design: The standardized and modular design concept results in monotonous and uniform house exteriors, with cramped and narrow interior spaces. The floor plan designs lack human-centered considerations, significantly reducing living comfort.
Relevant Policy Regulations
With the development of construction technology, cast-in-place concrete and prefabricated buildings are gradually replacing traditional prefabricated panel houses. Since 2022, China has implemented renovation policies focusing on repairing and upgrading prefabricated panel houses, with demolition only for buildings that meet the criteria for dangerous structures. In 2023, relevant departments explicitly stipulated that within urban construction land areas, the construction of new, renovated, or expanded prefabricated panel houses and other buildings that do not comply with safety regulations is prohibited.
