Prefabricated Block House Application
Quản trị 18 tháng 9, 2026
The application for prefabricated block houses mainly falls into three categories: rural homestead prefabricated house applications, modular house construction applications, and applications for floor area ratio incentives for prefabricated/modular buildings. The specific processes are as follows:

I. Rural Homestead Prefabricated House Application
- Homestead Application and Approval: Applicants must be members of the village's collective economic organization and comply with the 'one household, one homestead' principle. They need to submit materials such as an ID card, household registration book, and homestead application form. After public announcement by the villager group, village-level review, and joint review by the township government, the 'Rural Homestead Approval Certificate' and Rural Construction Planning Permit will be issued within 5 working days.
- Construction and Acceptance: Before construction starts, an application must be made to delineate the land use scope and conduct a site survey line check. Construction must comply with local regulations. After completion, an application must be made to the township government for acceptance. Upon passing, the property registration can be processed with the approval documents and acceptance opinion form.
II. Modular House Construction Application
- Preliminary Preparation: Confirm construction conditions (such as homestead use rights) and understand policy details (such as subsidy standards) through official channels.
- Material Preparation: This includes identity documents, legal documents for house construction (such as the Rural Construction Planning Permit), modular house construction contracts, and design drawings. Some regions may require poverty certificates or environmental assessment reports.
- Application and Review: Fill out an application form and submit the materials to the township government or designated department. After joint review by multiple departments (including on-site inspections), key certificates will be issued.
- Construction and Property Registration: Obtain a construction permit and construct according to the approved plan. After completion, apply for acceptance. Upon passing, carry relevant documents to process property registration.
III. Application for Floor Area Ratio Incentives for Prefabricated/Modular Buildings
- Application Conditions:
- Prefabricated Buildings: Must meet the national standard of 2A or above, commit to the green building two-star standard, and have an overall bathroom area accounting for more than 60%.
- Modular Buildings: Must comply with technical regulations, with the horizontal projected area of standard-floor modular boxes accounting for more than 75% or the above-ground building area accounting for more than 50%.
- Application Method: The construction unit submits materials to the Municipal Bulk Cement and Building Energy Efficiency Management Center. After formal review, expert evaluations will be organized.
- Material List: Includes an application commitment letter, prefabricated pre-evaluation materials (such as the design-stage application form, prefabrication rate calculation sheet, and implementation plan).
Precautions: Before applying, it is necessary to thoroughly understand local policies, ensure that materials are complete and comply with regulations, and avoid application failures due to non-compliance with conditions or omission of processes.
