Quản trị 19 tháng 10, 2026

The procedures required for mobile toilets vary depending on their type and usage scenarios. The specific procedures to be followed are as follows:

I. Vehicle-mounted Mobile Toilets

  1. Legal Transportation Procedures
    • Transport Permit: It is necessary to obtain a special transport permit in accordance with the regulations of the local traffic management department to ensure the legality and compliance of the transportation process.
    • Approval Documents: In some regions, approval documents from relevant departments are required for transportation and use to comply with urban planning and environmental protection requirements.
  2. Eligibility Requirements for Government Procurement Projects
    • For government procurement projects, suppliers need to have the ability to independently assume civil liability and provide financial status reports, records of tax payments, and social security fund contributions.

II. Mobile Public Toilets (Including Container Mobile Toilets)

  1. Planning and Site Selection Approval
    • The site selection should comply with the overall land use plan and urban-rural planning. After preliminary review and on-site inspection by the planning and construction management department, a planning site selection opinion letter will be issued.
  2. Land Use Approval
    • After obtaining the planning site selection opinion letter, submit a land use application to the land and resources management department. After review and approval by the county-level people's government, the land use method and period will be specified.
  3. Construction Project Approval
    • Design Plan Review: Commission a qualified design unit to design the architectural plan and submit it to the construction management department for review.
    • Construction Drawing Review: Send the construction drawings to a drawing review agency for review to ensure compliance with building safety, hygiene, environmental protection, and other standards.
    • Construction Permit: After completing the review, submit an application to the construction management department. Upon verification, a construction permit will be issued.
  4. Approval for Special Scenarios
    • Temporary Use (such as exhibitions and concerts): It is necessary to report to the event organizer or venue management party, and a temporary permit may be required.
    • Change of Land Use: If built on land not intended for toilet functions (such as industrial land or agricultural land), an application for land use change should be submitted to the natural resources department first.
    • Erection in Public Areas: Approval from the urban planning department and urban management department is required to comply with urban planning and management requirements.
    • Commercial Operation Purposes: If used for paid services, relevant commercial operation permits such as a business license and hygiene permit need to be obtained.

III. Temporarily Placed Mobile Restrooms

  1. Short-term Placement (such as exhibitions and events): Usually, it is only necessary to report to the venue management party, and no complex approval is required.
  2. Long-term Installation (more than 3 months): An application should be submitted to the local urban management and sanitation departments, along with materials such as a location diagram and equipment specifications. Installation can only proceed after approval.
  3. Occupation of Roads or Green Belts: Additional permission from the municipal or landscaping department is required. Unauthorized placement may face rectification or fines.
