Mobile Toilet Management Measures
Currently, there is no unified management measure specifically targeting mobile toilets, but the following relevant management content can be referred to:

Usage and Management
Mobile toilets should avoid resource idleness during actual use. For example, a mobile toilet in a parking lot in Linpu Town, Xiaoshan District, Hangzhou, Zhejiang, was locked for a long time due to the lack of identification of its temporary usage nature, which raised doubts among citizens. To standardize the management of such temporary facilities, clear notices should be posted to explain the usage nature, target users, and opening hours. The management party should evaluate whether to open them to the public based on the actual situation and balance construction needs with citizens' temporary toilet needs.
Hygiene Management Standards
- Positioning and Objectives: Mobile toilets are temporary sanitation points set up in public places and event venues, aiming to protect the dignity of users, ensure hygiene and safety, reduce environmental pollution, and enhance the overall experience of the venue.
- Cleaning and Disinfection: The cleaning frequency is determined based on the venue size, event period, and usage volume. The common practice is to clean once before and after the peak hours during the day and conduct a comprehensive cleaning at night or after the event. Cleaning tools are uniformly configured and not mixed for use, and placed in a conspicuous location. The cleaning steps include waste discharge, internal flushing, surface wiping, disinfection of key areas, supply replenishment, and problem inspection, with a simple record made after each completion. In hot and humid seasons, odor control should be strengthened.
- Waste and Water Resource Management: Waste collection should be enclosed, sealed, and leak-proof. Sewage collection tanks and garbage collection bags should be emptied regularly, and zoning management should be implemented to prevent cross-contamination. The waste liquid from chemical toilets should be disposed of through dedicated channels. Water resources should be replenished from clean sources, and storage tanks should be regularly flushed and disinfected. Handwashing areas and toilet areas should be equipped with handwashing facilities, and faucets should be equipped with sensor or pedal-operated switches. When there is insufficient temporary water supply on-site, backup water storage equipment should be verified in advance.
- Facility and Supply Standards: Materials should be selected for their corrosion resistance, ease of cleaning, and antibacterial properties. Doors, toilet seats, walls, and other parts should adopt a flat and corner-free design. Ventilation and lighting should be good, and signs should be clear. Supplies such as toilet paper, hand soap, sterile disinfectants, and garbage bags should be sufficient.
Property Management
Property service enterprises have the responsibility to properly repair, maintain, and clean public sanitation facilities, including mobile toilets, in residential areas in accordance with the property service contract. If they fail to fulfill their repair and maintenance obligations, resulting in aggravated sanitation problems or losses, they shall bear corresponding compensation liabilities.
