How to Bid for Mobile Toilets

Quản trị 21 tháng 9, 2026

The bidding process for mobile toilets typically includes issuing a bidding announcement, specifying how to obtain bidding documents, clarifying applicant qualification requirements, setting deadlines and locations for submitting bid documents and opening bids, determining the announcement period, and addressing other supplementary matters.

  1. Issuing a Bidding Announcement: The bidding announcement must clearly outline the basic project details, including the project number, name, budget amount, procurement requirements, and contract performance period. For example, in Shanghai's mobile toilet procurement project, the budget amount is 7,000,000 yuan, with procurement requirements to upgrade one sanitation mobile toilet and add twelve new mobile toilets along street greenery areas.

  2. Specifying the Time, Location, and Method for Obtaining Bidding Documents: Potential bidders must obtain bidding documents within the designated time frame and through the specified method. For instance, the Shanghai project requires obtaining documents online from the Shanghai Government Procurement Network between May 17, 2025, and May 26, 2025, during specific hours each day. In contrast, the Beijing Flag Guard mobile toilet project requires sending relevant unit information to a designated email address online between March 26, 2025, and April 2, 2025, from 09:00 to 17:00 each day.

  3. Clarifying Applicant Qualification Requirements: Applicants must meet the requirements stipulated in Article 22 of the Government Procurement Law of the People's Republic of China and fulfill the qualification requirements for implementing government procurement policies, such as being exclusively for small and micro enterprises. Additionally, they must meet specific project qualification requirements, such as providing relevant supporting materials and authorization letters if a legal entity's branch participates in the bid. Different suppliers with the same unit head or direct holding or management relationships are prohibited from participating in the same government procurement contract.

  4. Setting Deadlines and Locations for Submitting Bid Documents and Opening Bids: Bidders must submit their bid documents before the specified deadline. For example, in the Shanghai project, the deadline for submitting bid documents and the opening time are both set for June 6, 2025, at 10:30, at Building 4, No. 380 Hongcao Road, Xuhui District, Shanghai. In the Beijing project, the bid submission and opening time are April 11, 2025, at 10:00 AM, at the conference room on the 9th floor of Building 3, Beijing INN, No. 6 Nanzhugan Hutong, Chaonei Street, Dongcheng District, Beijing.

  5. Announcement Period: The announcement period is a certain number of working days from the date of publication. For example, both the Shanghai and Beijing projects have an announcement period of five working days from the date of publication.

  6. Other Supplementary Matters: These may include instructions for electronic procurement, methods and fees for obtaining paper documents, and requirements for uploading bid documents.
