Luojiang Prefabricated House Construction

Quản trị 18 tháng 9, 2026

The construction of prefabricated houses in Luojiang District must comply with the approval and planning requirements for rural homesteads. Although specific policies do not explicitly mention prefabricated houses, general regulations for rural house construction can be referenced.

I. Homestead Approval as a Prerequisite

According to the Implementation Measures for the Approval and Housing Construction Management of Rural Homesteads in Luojiang District, Deyang City, applicants for house construction must meet the following conditions:

  • Eligibility Criteria: Scenarios include having no homestead, needing to separate households, having existing housing that is dilapidated or requiring relocation (e.g., due to geological hazards), or being approved by the government to resettle in one's original hometown.
  • Prohibited Scenarios: Applications will be denied if the applicant already has an oversized homestead, all household members are urban residents, the proposed site poses geological hazard risks, or the applicant fails to return the original homestead when rebuilding on a new site.
  • Approval Process: Applications must be submitted to the township government, reviewed, and then jointly approved by the district's agricultural and rural affairs department, natural resources department, and housing and construction department. Finally, the Rural Homestead Approval Certificate and Rural Construction Planning Permit will be issued.

II. Construction Site Selection and Style Must Comply with Planning

  • Site Selection Requirements: New or renovated housing should prioritize construction within the original homestead or village settlement areas, avoiding occupation of farmland or ecologically protected zones.
  • Architectural Style: The design must reflect local characteristics, such as incorporating traditional elements like sloped roofs, gray tiles, and white walls, to ensure harmony with the surrounding environment.
  • Safety Standards: Referencing inspection cases from February 2025, self-built houses must strictly adhere to structural safety standards to prevent issues like building leaning, wall cracks, or prefabricated slab fractures. If prefabricated components are used, their quality must comply with national standards such as the Code for Design of Concrete Structures, and construction must be carried out by professional teams.

III. Prefabricated Components May Be Used in Dangerous House Renovations

  • Renovation Targets: Priority is given to supporting in-situ reconstruction or expansion for dilapidated houses belonging to low-income rural groups (e.g., households at risk of returning to poverty, subsistence allowance recipients, and individuals in extreme difficulty).
  • Financial Assistance: Subsidies are disbursed through the "One-Card Pass" system. Renovation households must operate in compliance with regulations and accept public supervision.
  • Area Restrictions: For households demolishing and rebuilding, housing area per capita must not exceed the prescribed standard (e.g., 30 square meters per person, subject to local policies).

IV. Recommend Consulting Local Authorities for Details

Since Luojiang District has not yet issued specific policies on prefabricated houses, it is advisable to contact the Luojiang District Housing and Urban-Rural Development Bureau or township government before construction to confirm the following:

  • Whether prefabricated components require additional testing or filing;
  • Whether construction teams need specific qualifications;
  • Whether structural design drawings for prefabricated houses must be submitted for review.
