Lichuan Prefabricated House Panels
Quản trị 18 tháng 9, 2026
The assessment of prefabricated house panels in Lichuan should follow the 'Technical Guidelines for the Assessment of Dangerous Rural Houses (Trial)', with renovation being the primary approach and only Grade D dangerous houses eligible for demolition and reconstruction. Key points are as follows:

I. Assessment Methods: Qualitative + Quantitative Combination
- Qualitative assessment serves as an initial means, evaluating the risk by observing parameters such as the displacement, deformation, and cracks of the prefabricated panel houses. For example, if significant fractures appear in the prefabricated panels or severe wall tilting occurs, it can be preliminarily determined that there are safety hazards.
- Quantitative assessment is targeted at specific situations: If the qualitative result is a Grade D dangerous house (with severe structural damage and at risk of losing stability and load-bearing capacity at any time), further confirmation is required by calculating quantitative indicators such as structural load-bearing capacity and deformation values; for Grade C houses (with local hazards), quantitative assessment can be chosen based on the actual situation.
- Handling of special situations: If the prefabricated panel houses are not covered by quantitative methods (e.g., without a clear calculation model), the qualitative result can be directly used as the basis for assessment.
II. Characteristics and Renovation Policies of Prefabricated Panel Houses
- Structural characteristics: Prefabricated panel houses use factory-prefabricated cement components as the main load-bearing parts, generally having issues such as weak earthquake resistance and poor sound and heat insulation. The designed service life is approximately 30-50 years, and those exceeding this period require key monitoring.
- Renovation principles: Current policies emphasize 'renovation and transformation as the main approach, and demolition and reconstruction as a supplementary measure'. Only when a house is assessed as a Grade D dangerous house can it be demolished and reconstructed according to procedures; for prefabricated panel houses that do not meet the criteria for dangerous houses, priority should be given to improving safety through measures such as reinforcing walls and replacing aging components.
- Policy clarification: For example, the Chongqing Housing and Urban-Rural Development Commission once refuted the claim that 'all prefabricated panel houses will be demolished in 2024', clarifying that house expropriation must comply with situations in the public interest (such as road construction and school building) and that no large-scale demolition plan has been formulated.
III. Requirements for Assessors and Reports
- Implementing entity: The assessment must be carried out by personnel with structural engineering expertise or those who have received training to ensure the scientific nature of the assessment results.
- Report content: A rural house safety assessment report must be issued, covering detailed information such as site safety (e.g., geological hazard risks), the rationality of the structural system, and the degree of component damage, providing a basis for subsequent renovation.
