Prefabricated Slab in Illegal Buildings
The handling of prefabricated slab structures in illegal buildings should be based on specific circumstances, with a focus on renovation and transformation, and illegal prefabricated slab buildings with high risk levels should be demolished.

From practical cases, the handling methods for illegal prefabricated slab buildings vary in different scenarios. In the case of Qingxinyuan in Chengdu High-tech Zone, some homeowners removed the balcony railings to build steel staircases to the roof. The main structure of the building was made of prefabricated slabs. After inspection by structural experts, no abnormalities were found in the main load-bearing structure of the building, and the current situation had no significant impact on the original main load-bearing structure. This indicates that not all illegal construction involving prefabricated slabs will cause damage to the main structure of the building. For such illegal constructions that do not have a significant impact on the main structure, immediate demolition measures may not be taken. However, such construction behavior itself still falls within the scope of illegal construction and may face other management measures.
In the case of Shuangjingzhai Resettlement Housing Community in Yunyang County, Chongqing, 12 temporary buildings with brick-concrete prefabricated slab structures were illegally built in the courtyard of the community. These were built by the former county land bureau to facilitate the daily management of the project and were not demolished after the project was completed. On September 16, 2025, relevant departments conducted another inventory and registration of the illegal construction and notified the owners who were illegally occupying the land to move out and demolish the structures within a specified time limit. If they failed to do so by the deadline, the county government would be requested to carry out forced demolition in accordance with the law. This shows that even temporary buildings built by government departments, if they are illegal constructions and not handled within the specified time, will also be required to be demolished.
From a policy perspective, the 2026 policy emphasizes "renovation and transformation" rather than "complete demolition" for prefabricated slab buildings. For illegal prefabricated slab buildings, if they are identified as Class D dangerous housing, that is, the load-bearing structure is no longer functional and the overall building is dangerous, they should be completely demolished. If they are Class C, that is, some load-bearing structures do not meet safety requirements and are partially dangerous, measures such as repair and reinforcement, reconstruction, renovation, or original-site reconstruction can be taken. This reflects the scientific and rational approach of the policy in handling illegal prefabricated slab buildings, taking different handling methods according to the risk level of the buildings, which can not only ensure the居住 (living) safety of residents but also avoid the waste of resources caused by unnecessary demolition.
