Old Prefabricated Panel Houses in Dujiangyan

Quản trị 19 tháng 9, 2026

There are old prefabricated panel houses in Dujiangyan, which have aging issues, and property owners need to assume corresponding safety responsibilities and handle them in accordance with regulations.

Situation of Old Prefabricated Panel Houses

In Group 5 of Jiefang Community, Guankou Town, Dujiangyan City (now Block D of the urban village shantytown renovation), there are prefabricated panel houses built 35 years ago. These houses have experienced the May 12 earthquake in 2018, with multiple cracks in the walls, leaking during rain, and the alleys and courtyards filling with rainwater during heavy downpours. The Kuiguang West Shangjie No. 139 community in Xingfu Town, Dujiangyan, is also a prefabricated panel house community, serving as housing for employees of the Aba Aluminum Plant. It was built in three phases, with the earliest phase constructed in 1987. The main issue is aging, and upon on-site inspection, no obvious problems have been found in the main structure for now.

Property Owners' Safety Responsibilities

According to the "Regulations on the Safety Management of House Use in Chengdu," after the warranty period expires, property owners are the persons responsible for the safety of house use. The persons responsible for the safety of house use should undertake daily management such as inspection, repair, and maintenance of the house and its ancillary facilities and equipment, as well as safety appraisal, termite control, reinforcement, renovation, and hazard management. This means that property owners need to regularly inspect the prefabricated panel houses, promptly identify problems such as cracks and leaks, and take corresponding repair and maintenance measures to ensure the normal use and residential safety of the houses.

Handling of Special Situations

If a house continues to be used after reaching or exceeding its designed service life, and there are obvious signs of subsidence, cracks, deformation, corrosion, etc., in the house's foundation, walls, or other load-bearing components, or if the house needs to continue to be used due to natural disasters causing cracks, deformation, uneven settlement, etc., the person responsible for the safety of house use should entrust a house safety appraisal agency to conduct an appraisal in accordance with relevant laws and regulations and make reasonable disposals based on the appraisal conclusions. For example, for the prefabricated panel houses in Group 5 of Jiefang Community, Guankou Town, Dujiangyan City, due to their experience of the earthquake and problems such as wall cracks and leaks, property owners should promptly entrust a professional agency to conduct a safety appraisal and decide whether to carry out reinforcement, renovation, or demolition and other disposal measures based on the appraisal results to avoid safety accidents.
