Procedures for Container House Handling

Quản trị 17 tháng 9, 2026

The procedures for handling container houses must be carried out in accordance with the nature of use, purpose, and local laws and regulations. Generally, it is necessary to complete approvals for basic documents, safety and environmental protection, specific purposes, and construction-related matters. The specific process is as follows:

I. Basic Documents and Procedures

  1. Land Use Right or Lease Certificate
    • Provide proof of property rights for self-owned land or a legal lease contract signed with the landowner to ensure that the land use complies with planning requirements.
    • If the land is classified as agricultural or industrial land, it is necessary to apply for a change of land use in advance.
  2. Construction Project Approval and Planning Permit
    • For non-temporary uses (such as long-term residence or office), submit design drawings and construction plans to the local planning department and obtain a Construction Project Planning Permit.
    • For temporary uses (such as construction accommodation or short-term events), apply for a Temporary Building Permit, which is usually valid for no more than 2 years.
  3. Land Use Approval from the Land and Resources Management Department
    • Confirm that the selected location complies with the overall land use plan and avoid restricted areas such as cultivated land and ecological protection zones.

II. Safety and Environmental Protection Certificates

  1. Fire Safety Review Certificate
    • Submit fire safety design documents, including evacuation routes and firefighting facilities, to the fire department. After review, obtain a Fire Safety Design Review Opinion or a Fire Safety Acceptance Opinion.
  2. Environmental Impact Assessment Approval
    • If the container house involves production, business operations, or densely populated activities, submit an environmental impact assessment report to the environmental protection department to evaluate the impact of construction and use, such as noise, wastewater, and waste, and obtain an environmental impact assessment approval document.

III. Certificates for Specific Purposes

  1. Real Estate Certificate (Under Specific Conditions)
    • If the container house meets the standards for permanent buildings (such as having a fixed foundation and seismic design) and the land has legal planning approval, it can apply for a Real Estate Ownership Certificate.
  2. Business License and Industry Permits
    • For business activities (such as catering or retail), apply for a business license from the market supervision department and obtain special permits such as health permits and fire safety permits according to industry requirements.

IV. Construction-Related Approvals

  1. Construction Engineering Permit
    • After obtaining planning approval, submit materials such as construction contracts and supervision contracts to the construction authority to apply for a Construction Engineering Permit. Construction without permission is not allowed.
  2. Quality Supervision, Inspection, and Acceptance
    • During construction, accept inspections from the quality supervision department to ensure structural safety and material compliance. After construction is completed, pass the Engineering Quality Supervision Report.
  3. Completion Acceptance Certificate
    • After the building is completed, conduct a joint inspection by the construction, design, construction, and supervision units and issue a Completion Acceptance Record as the final basis for legal use.

Process Example: Determine land nature → Sign a lease/purchase contract → Submit planning documents for approval → Register design drawings and construction plans → Apply for fire safety, environmental protection, and construction permits → Construct → Conduct quality inspections → Complete acceptance. Tip: Specific requirements vary by region. It is advisable to consult local planning, housing and construction, fire safety, environmental protection, and other departments in advance to ensure all procedures are complete.
