Placement Requirements for Container Houses
Quản trị 16 tháng 9, 2026
The placement of container houses must meet legal, safety, and compliance requirements, as detailed below:

I. Legal Requirements
Land Use Compliance:
- In rural areas, container houses must be placed on privately-owned homestead land. If the homestead itself is an illegal structure or occupies someone else's land, placement is not legal.
- For placement on wasteland such as barren mountains, slopes, abandoned ponds, or ditches, prior consultation with the land management authority is required to obtain government approval.
- Occupying sensitive land such as basic farmland or ecological protection zones is strictly prohibited and may result in forced demolition.
Functional Use Compliance:
- For temporary storage purposes (e.g., storing agricultural supplies and tools), the conditions of no ground hardening, no water/electricity connections, and no alteration of land nature must be met; otherwise, it may be deemed a substantive illegal structure.
- For commercial purposes (e.g., homestays, shops), procedures such as land use approval, planning filing, and fire safety permits must be completed, with priority given to commercial or cultural tourism land.
II. Safety Requirements
Structural Safety:
- Compliance with the Technical Specification for Modular Combination Container Houses (CECS 334:2013) is required to ensure load-bearing, earthquake resistance, wind resistance, and other performance standards are met.
- A 20-foot container has a load capacity of 25 tons, while a 40-foot container has a load capacity of 45 tons; specifications must be selected based on actual needs.
Environmental Safety:
- Avoid placement in areas that obstruct traffic or affect villagers' lives, such as beside roads or in public activity spaces.
- Concealed work inspections must be conducted, including waterproofing, fire prevention, moisture resistance, and electrical installations, to prevent safety hazards.
III. Compliance Requirements
Approval Procedures:
- For residential use, formal building declaration is required to obtain a construction permit, with a maximum of 6 floors and a total height ≤24 meters.
- For temporary use (e.g., caretaker's quarters), temporary building filing is required to avoid being deemed an illegal structure due to overextended use.
Relocation and Demolition:
- Container houses are essentially "movable metal structures"; if permanently fixed (e.g., by pouring concrete foundations or connecting to water/electricity), they may be deemed substantive illegal structures.
- In the event of demolition, no compensation is typically provided without relevant permits; however, if a business license has been obtained and the approved period has not expired, appropriate compensation may be granted based on actual circumstances.
