Container House Construction Requirements

Quản trị 15 tháng 9, 2026

Container house construction must meet three requirements: compliance with land nature, proper planning approval, and up-to-standard construction:

Compliance with land nature: Rural homesteads belong to collective construction land. If used for residential or commercial purposes, it must be ensured that the land nature is that of a homestead or that approval for the conversion of agricultural land has been obtained. Homesteads must pass the 'one household, one homestead' approval, and the area must not exceed local standards (e.g., Guizhou stipulates no more than 320 square meters per household). For non-residential uses (such as warehousing and processing), it is necessary to apply for collective commercial construction land quotas. The construction of container houses on cultivated land and basic farmland is strictly prohibited. For forest land, forestry approval is required. Leased land is mostly suitable only for temporary structures, and the contract must clearly specify the nature of use.

Proper planning approval: If used as a permanent structure, it must be included in rural construction planning. According to the Ministry of Housing and Urban-Rural Development's 'Technical Policy for Rural Housing Construction', rural housing should generally not exceed 3 floors, with a floor height not exceeding 3.3 meters. For temporary structures (such as post-disaster resettlement and construction sheds), some regions allow exemption from planning permits for 1-2 years, but they must be self-demolished after the expiration of the use period. For example, a homestay cluster in Anji, Zhejiang, formed a double-story LOFT structure by horizontally splicing 6 containers. Due to submitting the design plan in advance and obtaining approval, it became a legal commercial building.

Up-to-standard construction: Container houses must meet structural safety and fire protection requirements. Residential container mobile homes must use Class A fire-resistant materials (such as rock wool boards), and the building area of each unit must not exceed 300 square meters. For example, a container street market on the riverside in Shanghai was included in the 'small catering registration' pilot project because it used flame-retardant materials and passed fire protection acceptance. In terms of structural safety, the wall thickness of columns should be no less than 2.3mm, and the frame should be fully welded to meet the standards of JGJ/T 435-2018 regarding load and anti-overturning. In addition, anti-rust and anti-corrosion measures (such as epoxy primer + topcoat, with regular inspection and touch-up painting) and waterproof sealing (such as replacing the sealant around doors and windows and at container joints every 5-7 years) and other maintenance work should be carried out.
