Chengdu Prefabricated Slab House Policy

Quản trị 18 tháng 9, 2026

The Chengdu prefabricated slab house policy mainly includes three aspects: safety appraisal, renovation and reinforcement, and old-house renovation subsidies.

Safety Appraisal Requirements: For prefabricated slab houses built before 1985, inspections must be conducted every five years. If a house exceeds its designed service life, a reliability appraisal is required. Inspections should be carried out in accordance with standards such as the 'Standard for Dangerous House Appraisal' JGJ125 - 2016 and the 'General Code for Appraisal and Reinforcement of Existing Buildings' GB55021 - 2021. Inspection items cover the integrity testing of component connection nodes, the determination of steel bar corrosion potential, floor load tests, and the assessment of structural integrity. The validity period of an appraisal report is usually two years, which means that within this period, the report can serve as a basis for the house's safety condition. If the validity period expires, a new appraisal is required.

Renovation and Reinforcement Policy: Renovation and reinforcement plans must be approved by experts to ensure their scientific and feasible nature. According to the 'Standard for Reliability Appraisal of Civil Buildings' GB50292 - 2015, if a building is appraised as Dsu-grade, it should be immediately taken out of service. Sichuan Province implements a graded treatment policy for prefabricated slab buildings, categorizing them into four grades based on their safety levels. Grade A or B houses have relatively stable structures and mainly undergo renovations such as exterior wall refurbishment, replacement of decayed water pipes and electrical wires, repair of leaks, and improvement of fire protection facilities. The government is responsible for the public areas of the residential community, while home renovations or elevator installations are the responsibility of the homeowners. Grade C houses have local structural hazards and usually undergo seismic reinforcement first, such as adding load-bearing columns, repairing cracks, and removing steel bar rust, while also replacing water, electricity, and gas facilities. Reconstruction can only be applied for if reinforcement is technically impossible or meaningless. Grade D houses are completely damaged and must be immediately evacuated. They are usually included in urban renewal or demolition projects, with solutions such as reconstruction, monetary compensation, or relocation to replacement housing. Due to the frequent earthquakes in Sichuan and the poor seismic resistance of prefabricated slab buildings, the policy emphasizes that renovations must meet current seismic standards. If a house originally lacks seismic structures, reinforcement is mandatory.

Old-House Renovation Subsidy Policy: In 2023, the Chengdu Housing and Urban-Rural Development Bureau introduced a renovation subsidy policy, but the specific subsidy standards were not detailed in the search results.
