Application for Building Mobile Toilets

Quản trị 23 tháng 9, 2026

When applying to build mobile toilets, it is necessary to go through approval procedures according to the usage scenario and land nature. The specific process and requirements are as follows:

I. Clarify the Necessity of Approval

According to laws and regulations such as the 'Urban Real Estate Administration Law of the People's Republic of China' and the 'Urban and Rural Planning Law of the People's Republic of China', mobile toilets, as buildings, need to be declared for approval in accordance with the law. If they involve public areas, business purposes, or changes in land nature, approval is mandatory. Unauthorized construction without permission may face demolition or penalties.

II. Select Approval Paths According to Scenarios

  1. Temporary Activities (such as exhibitions and concerts): Report to the event organizer or venue management party. In some scenarios, temporary permits are required. For example, when holding an event in a city park, it is necessary to submit a usage application to the urban management department in advance, specifying the usage period and sanitation management plan.
  2. Change of Land Use (such as building toilets on industrial or agricultural land): It is necessary to apply to the local natural resources department for a change in land use. Construction can only proceed after approval. For example, to change agricultural land to public facility land, it is necessary to submit a land planning adjustment plan and pay relevant fees.
  3. Construction in Public Areas (such as city roads and squares): It is mandatory to obtain permits from the urban planning department and the urban management department, and comply with urban planning and management requirements. For example, when setting up a mobile toilet beside a main road, a site selection rationality analysis report needs to be submitted to ensure that it does not affect traffic and the city's appearance.
  4. Commercial Business Purposes (such as paid toilet services): In addition to approval for changes in land use, it is also necessary to go through business operation procedures such as obtaining a business license and sanitation permit. For example, enterprises need to submit a business plan to the market supervision department, specifying the charging standards and service specifications.

III. Follow the Approval Process

  1. Site Selection and Planning: Determine the land nature and sign a land contract (if applicable). Take relevant documents to the local planning bureau for filing and approval to obtain a planning site selection opinion letter. For example, enterprises need to submit land ownership certificates and design drawings.
  2. Land Use Application: Submit a land use application to the land and resources management department. After examination and approval, the county-level people's government approves the land use, specifying the land use method and period. For example, for temporary land use, the usage period (generally not exceeding 2 years) needs to be indicated.
  3. Design and Construction: Entrust a qualified design unit to formulate a construction plan and submit it to the construction management department for review. The construction drawings need to be sent to the drawing review agency for review to ensure compliance with safety, sanitation, and environmental protection standards. Construction can only start after obtaining a construction permit.

IV. Precautions

  • The placement of mobile toilets should not affect the city's appearance, traffic, and the environment, and should comply with urban planning and renovation requirements.
  • Operational costs (such as cleaning, maintenance, and replacement costs) need to be borne, and professional cleaning personnel should be equipped to ensure hygiene.
  • If applying as an enterprise, refer to templates to clarify the application reasons (such as improving public sanitation levels and fulfilling social responsibilities).

It is recommended to consult local planning, urban management, natural resources, and other departments in advance to confirm specific requirements before initiating the application process.
