Yueqing Cement Prefabricated Housing

Admin 18 de septiembre de 2026

Yueqing cement prefabricated housing, represented by Hongyuan Community, faces issues such as structural aging and low living quality, but can be upgraded through demolition and reconstruction, with policy support and owner self-financing being key.

Typical Characteristics and Living Pain Points

Taking Hongyuan Community as an example of early cement prefabricated housing in Yueqing, it was built in 1986 and was among the first commercial housing units in Hongqiao Town, Yueqing, Wenzhou. It features a prefabricated panel structure and consists of four five-story staircase buildings. Such housing generally has the following problems:

  1. Structural safety hazards: Cracks and water leakage easily occur at the joints of prefabricated panels, and wall aging leads to annual repairs that still result in leaks. The seismic performance is poor, and the fire resistance is insufficient. Some houses face increased risks due to unauthorized removal of load-bearing walls or long-term disrepair.
  2. Lack of functional facilities: The absence of elevators makes it difficult for the elderly to travel. There are no dedicated parking spaces, and fire lanes are occupied, hindering emergency rescue efforts. The sound insulation is poor, and daily activities upstairs (such as bathing and walking) significantly impact those downstairs.
  3. Outdated living quality: The average floor area per household is small, and the space utilization rate is low. Aging pipelines frequently malfunction, affecting the stability of water and electricity supply.

Renovation Model and Policy Support

In response to the above issues, Hongyuan Community launched a demolition and reconstruction project in December 2024:

  1. Funding and plan: All owners self-financed 10.1 million yuan (approximately 200,000 yuan per household), covering costs for demolition, design, construction, elevator installation, and pipeline renewal. After reconstruction, there will be two elevator-equipped buildings with parking garages on the ground floor. Each household will have a fixed parking space, and the average floor area per household will increase by about 7.6 square meters. The project is expected to be completed in June 2027.
  2. Policy background: In May 2026, the State Council's "15th Five-Year Plan for Urban Renewal" explicitly supported the self-initiated renewal of old housing, promoting property owners to lead the renovation process. The government provides policy support such as planning approval and tax reductions but does not directly fund the projects.

Common Issues and Significance of Renovation

Existing prefabricated panel houses in Yueqing generally suffer from structural aging and outdated functions. Some houses deteriorate faster due to human-induced damage (such as unauthorized removal of load-bearing walls) or lack of maintenance. The demolition and reconstruction model, through owner self-financing and policy guidance, can systematically address safety hazards and improve living quality, providing a reference case for the renovation of old residential communities across the country. Such renovations must strictly adhere to structural safety standards to ensure that newly built houses comply with modern seismic and fire resistance norms while optimizing spatial layouts to meet residents' needs.
