Wuhan Prefabricated Panel Housing

Admin 18 de septiembre de 2026

The renovation and transformation of prefabricated panel housing in Wuhan have been included in the urban renewal tasks, with the self-renewal and original-site reconstruction of old housing entering the actual project phase. The renovation adopts methods such as repair and reinforcement or demolition and reconstruction based on the housing safety appraisal grade, and policy planning clearly states that relevant work will be steadily advanced during the '15th Five-Year Plan' period.

Renovation and Transformation Have Entered the Actual Project Phase

Wuhan has incorporated the renovation and transformation of prefabricated panel housing into the core tasks of urban renewal, and the models of self-renewal and original-site reconstruction of old housing have been implemented. For example, an 8-story prefabricated panel residential building built in 1985 at No. 251 Wansongyuan Road was appraised as a Grade D dilapidated building due to issues such as wall cracks, water leakage, and old pipelines. After the residents moved out, due to the severe building tilt, high reinforcement costs, and the difficulty in completely resolving safety hazards, the decision was made to carry out original-site demolition and reconstruction. This case indicates that the renovation of prefabricated panel housing in Wuhan has shifted from theoretical planning to practical operation, with differentiated plans adopted according to different housing conditions.

Housing Safety Appraisal and Handling Methods Are Clearly Defined

Whether a building is to be demolished and reconstructed is based on the 'Housing Safety Appraisal Report' issued by a professional institution. According to the 'Standards for Appraisal of Dangerous Buildings' (JGJ 125 - 2016), housing safety grades are divided into four levels: A, B, C, and D:

  • Grade C Dilapidated Buildings: The structural bearing capacity of the building basically meets the requirements for normal use, but there are local dangerous points. Safety can be improved through repair and reinforcement (such as repairing cracks, replacing pipelines, and reinforcing walls). For example, after an old residential area in Wuhan was appraised as a Grade C dilapidated building, the residents had concerns about 'demolition and reconstruction' and ultimately chose the repair and reinforcement plan.
  • Grade D Dilapidated Buildings: The structural bearing capacity of the building can no longer meet the requirements for normal use, and the entire building is in a dangerous state. The handling method is more inclined towards demolition and reconstruction. For example, due to the severe building tilt at No. 251 Wansongyuan Road, the reinforcement costs were high and the effect was limited, so original-site reconstruction was chosen in the end.

Policy Planning Supports Steady Progress

The '15th Five-Year Plan for Urban Renewal' issued by the State Council in May 2026 clearly proposes to renovate more than 500,000 sets (units) of Grade C and Grade D dilapidated housing, prefabricated panel housing, and non-complete housing, providing a policy basis for the renovation and transformation of prefabricated panel housing in Wuhan. This plan emphasizes 'steady progress', indicating that the renovation work will be implemented in stages and batches, taking into account factors such as the actual condition of the housing, residents' wishes, and financial support, to avoid a 'one-size-fits-all' approach or blind advancement.
