Where Should Container Houses Be Placed
The legal placement locations for container houses need to be comprehensively determined based on their purpose, land nature, and relevant regulations. Common legal scenarios and requirements are as follows:

1. Temporary storage on farmland or rooftops If used for storing agricultural supplies and tools and meeting the following conditions, it is usually not considered an illegal structure: unhardened ground, no access to water and electricity, and no change in land nature. For example, in 2024, a local natural resources bureau clarified that container houses of this type do not require additional approvals as they do not constitute permanent occupation. However, it should be noted that some major agricultural provinces (such as the new regulations in a certain province in 2025) require temporary building filings for container houses in fields, even if they are only used for storing agricultural tools.
2. Commercial purposes (homestays, shops) It is necessary to go through procedures such as land use approval, planning filing, and fire safety permits. When selecting land, priority should be given to commercial or cultural and tourism land, and arable land protection zones should be avoided. Structural safety should comply with the "Technical Specification for Modular Combined Container Houses" (CECS 334:2013). If located in special areas such as scenic spots or historical and cultural protection zones, relevant protection regulations must also be followed, and additional permits may be required.
3. Residential use It is necessary to apply as a formal building, obtain a construction permit, with a height limit of no more than 6 floors and a total height of ≤24 meters. This type of use has strict requirements for land nature, usually requiring it to be residential land or mixed land that complies with planning.
4. Temporary buildings If used as temporary offices or accommodations on construction sites, it is necessary to obtain temporary construction approval procedures, and the temporary land use period generally does not exceed two years. After expiration, it needs to be demolished or a renewal application needs to be submitted.
5. Homestays in cultural and tourism scenic spots Suitable for placement in tourist resorts with beautiful natural scenery, it can quickly adapt to changes in tourism seasons or tourist traffic and provide accommodation services for tourists. It needs to comply with the scenic spot planning requirements and obtain relevant business permits.
6. Urban supporting service stations It can be integrated with modern urban business districts as creative catering, art exhibition, or pop-up store modules. It needs to comply with urban planning requirements, usually choosing commercial land or public facility land, and obtain fire safety, hygiene, and other permits.
7. Private vacation villas Suitable for placement on private land (such as manors or resorts), it is necessary to ensure that the land nature is legally private land, and the layout adjustments should comply with local building codes.
8. Temporary shelters for emergency rescue When used as disaster relief settlement points or temporary event venues, they can be quickly erected and provide accommodation space. They need to be used under the unified coordination of the government and comply with temporary building safety standards.
