Demolition and Reconstruction of Prefabricated Panel Houses in Wenzhou

Admin 18 de septiembre de 2026

Under certain conditions, prefabricated panel houses in Wenzhou can achieve demolition and reconstruction through the self-renewal model. The specific analysis is as follows:

I. Typical Case: The Practice of Hongyuan Community in Yueqing City Hongyuan Community was built in 1986, consisting of 4 buildings with 52 households of subsidized commercial housing. It was identified as a Class C dilapidated building in 2015 and upgraded to a Class D dilapidated building in 2025. Due to its small scale, the community had not been acquired by the government for a long time. After the implementation of relevant policies in 2024 - 2025, Yueqing City listed it as a pilot project for self-renewal and established a special task force led by the deputy mayor in charge to promote it. The 52 homeowners fully self-financed 10.1 million yuan (less than 200,000 yuan per household) for the original-site demolition and reconstruction. The project is expected to be completed in June 2027. This case shows that prefabricated panel houses that are Class D dilapidated buildings and have strong renewal willingness among residents can achieve demolition and reconstruction through the self-renewal model.

II. Policy Support: Dual Guarantees from the National and Local Levels

  1. National Level: In May 2026, the State Council's "15th Five-Year Plan for Urban Renewal" clearly supported the self-renewal and original-site demolition and reconstruction of old housing. It set a goal of renovating more than 500,000 sets (units) of urban dilapidated buildings during the "15th Five-Year Plan" period, providing top-level design for the demolition and reconstruction of prefabricated panel houses.
  2. Local Level: Zhejiang Province simultaneously issued regulations to provide legal guarantees for the demolition and reconstruction of dilapidated buildings and promote the "resident-led, policy-supported" model. That is, residents take the lead in the renewal process, and the government provides policy support and guarantees to lower the threshold for renewal.

III. Implementation Conditions and Procedures

  1. House Appraisal: It needs to be appraised as a Class D dilapidated building by a professional institution, which is a prerequisite for initiating self-renewal.
  2. Resident Willingness: All homeowners need to sign contracts 100% to ensure there are no disputes during the renewal process.
  3. Fundraising: Self-financing is the main method. For example, in Hongyuan Community, each household self-financed less than 200,000 yuan. The government may reduce the burden on residents through policy support (such as tax and fee reductions, planning adjustments, etc.).
  4. Government Promotion: Establish a special task force for overall coordination, simplify the approval process, and provide technical guidance and supervision.

IV. Scope of Application and Limitations Currently, the policy mainly targets prefabricated panel houses that are Class D dilapidated buildings and have strong renewal willingness among residents. Other types of old housing need to be gradually promoted according to local policies. The self-renewal model relies on the self-financing ability of residents and may pose challenges to communities with poor economic conditions. It is necessary to improve solutions by combining government subsidies or financial support.
