Prefabricated Panel Houses in Tianjin

Admin 18 de septiembre de 2026

The situation of prefabricated panel houses in Tianjin is as follows:

I. Some old prefabricated panel houses still exist and have not been included in the demolition plan The No. 1 building in Yongping Lane Community, located beside Jintang Road in Dongli District, Tianjin, is a prefabricated panel house built in 1949. It is among the first batch of prefabricated panel buildings constructed after the Tangshan Earthquake. According to professional assessments, its structure can no longer withstand severe vibrations, posing safety risks. However, as of April 2025, the Dongli District Housing and Urban-Rural Development Commission has not yet included this building in the demolition plan, indicating that not all old prefabricated panel houses will be demolished immediately. Decisions need to be made based on the actual condition of the houses and policy planning.

II. There may be discrepancies between the labeled and actual house structures When a citizen inquired whether a six-story brick building was a prefabricated panel house, the house ownership certificate was labeled as a "mixed structure," but the homeowner claimed it was actually a prefabricated panel structure. The Tianjin Municipal Housing and Urban-Rural Development Commission explained via phone that a mixed structure may include prefabricated panel components (such as floor slabs), but the overall framework remains brick-concrete or reinforced concrete. Such cases require professional identification to confirm the structural type and cannot be judged solely based on the label in the house ownership certificate or verbal descriptions.

III. New types of prefabricated panel houses are available for sale in the market There is wholesale sales of cement prefabricated houses in the Tianjin market. These houses adopt an industrial production model and feature characteristics such as being warm in winter and cool in summer, cost-effectiveness, and the ability to be hoisted multiple times. The price range is from 255 to 7,000 yuan per square meter. Their application scenarios are mostly temporary buildings, rural self-built houses, or low-density residences, and they differ fundamentally from old prefabricated panel residential buildings in urban areas in terms of structural safety and service life.

IV. National grading management policy for prefabricated panel houses According to the survey data from the housing and urban-rural development department in early 2026, among the approximately 18.5 million existing prefabricated panel houses nationwide:

  • Grade A/B (72%): The main structure is safe and requires no renovation;
  • Grade C (25%): Reinforcement is needed to eliminate local hazards;
  • Grade D (<4%): Identified as dilapidated houses requiring immediate demolition. The 350,000 prefabricated panel houses planned for demolition nationwide in 2026 are all Grade D dilapidated houses. As a municipality directly under the central government, Tianjin's renovation policy for old prefabricated panel houses must adhere to this grading standard, prioritizing the handling of houses at risk of collapse.
