Installation of Mobile Toilets on Terraces
Installing mobile toilets on terraces is an illegal construction activity that poses various risks and is not recommended.

Legal Aspect
According to the relevant provisions of Article 40, Paragraph 1 of the Urban and Rural Planning Law of the People's Republic of China, installing mobile toilets on terraces constitutes an unauthorized construction activity without planning approval, which is suspected of being illegal. The rooftop terrace is a public area jointly owned by all homeowners in the residential community, not a private space for individuals. Any unauthorized construction or renovation activities are clearly defined as illegal constructions. This means that even if the mobile toilet is movable, installing it on the terrace without the approval and permission of the relevant planning department violates the law and may result in administrative penalties such as being ordered to dismantle it within a specified time limit and fines.
Public Resources Aspect
Such illegal construction activities encroach on public resources. The rooftop terrace is a space shared by all homeowners in the community for activities such as drying clothes and leisure. Installing a mobile toilet occupies this space, affecting other homeowners' normal use of the public area, disrupting the overall public order and environment of the community, and triggering conflicts and disputes among homeowners.
Safety Risk Aspect
Installing a mobile toilet also poses numerous safety risks. On the one hand, it may lead to the problem of falling objects from high altitudes. If the mobile toilet is not firmly fixed, it may be blown off in strong winds or other severe weather conditions, posing a serious threat to pedestrians and vehicles below. On the other hand, it can cause structural overloading. The load-bearing capacity of the rooftop terrace is determined based on the original building planning and usage functions during its design. Installing a mobile toilet increases the load on the rooftop. Long-term use may cause damage to the building structure, affect the safety of the building, and even endanger the lives and property of all homeowners in the entire building.
