Taiyuan Prefabricated Housing Transformation
The transformation of prefabricated housing in Taiyuan focuses on 'original demolition and reconstruction' and 'old residential area renovation', with equal emphasis on policy support and resident participation, gradually addressing safety hazards and improving living quality.

I. Current Situation and Necessity of Transformation for Prefabricated Panel Houses
As an old industrial city, Taiyuan has a high proportion of prefabricated panel houses built in the 1970s and 1980s, with the vast majority of existing dilapidated houses being prefabricated panel houses. Due to low construction standards, these houses generally have issues such as insufficient seismic resistance and poor structural stability. After long-term use, hidden dangers such as wall cracking, roof leakage, pipeline corrosion, and circuit aging have emerged intensively, seriously threatening the safety of residents. According to data, as of the end of 2025, there are 7,291 sets of dilapidated houses in the six urban districts of Taiyuan, among which prefabricated panel houses, with an age of over 40 years, no longer meet modern living safety standards, and the demand for transformation is urgent.
II. Policy Support and Transformation Directions
Central and Local Policy Linkage
In August 2025, the central government included the transformation of prefabricated panel buildings as a core task of urban renewal, specifying that priority should be given to tackling Grade D dilapidated houses and prefabricated panel houses built before 2000 from 2025 to 2027, with a comprehensive conclusion by 2030. Subsequently, Shanxi Province issued the 'Shanxi Provincial Urban Renewal Regulations' to support the demolition and reconstruction of dangerous housing; Taiyuan City released the 'Taiyuan Urban Renewal Regulations (Draft for Solicitation of Opinions)', simplifying the approval process and clarifying that for 'original demolition and reconstruction', there is no need to reapply for land use procedures, and planning and construction permits can be directly obtained, thus removing policy bottlenecks.Conditions and Cases for 'Original Demolition and Reconstruction'
Neighborhoods included in the scope of 'original demolition and reconstruction' need to meet the following conditions:
- Safety Compliance: Identified as Grade C (partially dilapidated) or Grade D (fully dilapidated) houses;
- Age Compliance: Built before 2000, with priority given to prefabricated panel houses over 25 years old;
- Unchanged Planning: Rebuilt on the original site without changing the land use nature or exceeding the original building area;
- Resident Consent: The consent rate of residents in the building should be ≥90% (meeting both the number and area requirements);
- Funds in Place: Self-financing by property owners or residents, with government subsidies provided.
Case: In April 2026, Buildings 1 and 2 of the Shanyang Textile Dormitory in Xiayuan Subdistrict, Wanbailin District (Grade D dilapidated houses) initiated original demolition and reconstruction, adopting the model of 'demolition on the original site, construction on the original site, and resident relocation'. It is expected to be handed over in June 2027, completely eliminating safety hazards.
III. The Complementary Role of Old Residential Area Renovation
Taiyuan still takes 'old residential area renovation' as the mainstream model, which involves upgrading functions and appearance on the basis of the original building structure. Since 2020, more than 3,497 neighborhoods have been renovated, benefiting 644,000 households; in 2025, renovation work started in 18 neighborhoods, involving more than 4,000 households, with the simultaneous installation of 130 elevators and the upgrading of more than 500 old elevators. The renovation focuses on facilities such as roads, pipelines, lighting, and strong and weak electricity, addressing issues such as pipeline aging and poor sanitation, and comprehensively improving the living environment quality.
IV. Transformation Goals and Significance
Through the new stage of 'urban renewal', Taiyuan will completely solve the pain points of old houses such as 'high safety hazards, incomplete transformation, and lack of basis for demolition and reconstruction', and promote the synchronous improvement of living quality and urban image.
