Shenyang Prefabricated Panel Houses
At present, there is no unified demolition plan for prefabricated panel houses in Shenyang, but there is a relatively high possibility of demolition for houses with safety hazards or poor living conditions, with governance and renovation being the main direction.

Current Housing Conditions
Some prefabricated panel houses in Shenyang are quite old. Taking Xunye 3rd Road, Lane 19 in Tiexi District as an example, the houses in this area were built in the 1970s and have problems such as aging facilities and dilapidated walls. As of June 9, 2025, the Urban Renewal Bureau of Tiexi District has not yet received any acquisition decision regarding this area, indicating that there is no clear demolition arrangement for this region at least for now.
Policy Orientation
The urban renewal plan for 2026 clearly states that the governance and renovation of prefabricated panel houses should be steadily promoted. For C- and D-grade dangerous housing in the city, continuous filing and disposal will be carried out. Among them, D-grade dangerous housing will accelerate the pace of demolition and renovation, which means that if a prefabricated panel house is rated as a D-grade dilapidated house, it is very likely to face demolition and reconstruction. At the same time, for eligible old housing, self-initiated renewal and the original-site-demolition-and-reconstruction model are also being explored, providing residents with more choices.
Demolition Possibility
The authorities have not yet released a clear demolition plan for 45-year-old prefabricated panel buildings in Shenyang. However, if the prefabricated panel buildings have safety hazards, such as structural instability and serious wall cracks, or if the living conditions do not meet modern living standards, such as a lack of basic living facilities and small living spaces, the possibility of demolition is relatively high. This is because the government has a responsibility to ensure the living safety and quality of life of residents and will give priority to the renovation or demolition of houses with serious problems.
Resettlement Methods
If the prefabricated panel buildings meet the standards of D-grade dilapidated houses, in principle, they will be demolished and rebuilt. During the demolition and reconstruction process, methods such as housing vouchers will be combined to solve the resettlement problem of residents and ensure that they have a place to live during the housing renovation. For eligible old housing, the original-site-demolition-and-reconstruction model can also be explored, that is, the old house is first demolished and then a new house is built on the original site, and residents can move back later.
