Shaoxing Cement Prefabricated Housing

There are cement prefabricated houses in Shaoxing, and different handling methods are adopted for such houses.

The cement prefabricated houses in Shaoxing are exemplified by the Changcheng Jiaoyuan Community in Chengnan Subdistrict, Yuecheng District, Shaoxing. Built in the early 1990s, this community consists of 13 buildings with 273 households and is a typical community constructed using prefabricated cement panels. These houses have numerous issues. Due to their short design lifespan and poor seismic performance, after 30 years of use, problems such as wall cracking, pipeline rusting, and floor leakage have emerged. In 2025, after assessment, this community was classified as a C/D-grade dilapidated building area.

For such houses, Shaoxing has adopted different handling methods:

• Self-initiated Renewal: Yuecheng District has issued the "Implementation Rules for the Self-initiated Renewal of Prefabricated Panel Communities (Trial)", which clearly stipulates rigid standards such as a 95% approval rate for application and a 100% signing rate before construction can commence. As the first "dual-renewal" project in the country that combines "self-initiated renewal of prefabricated panel communities" and "community-wide coordinated renewal", the Changcheng Jiaoyuan Community initiated集中 (centralized) signing on July 12, 2026, and completed 100% signing by all 273 households on July 23. The reconstruction price for the original area is set at 1,780 yuan per square meter, and if the area is expanded, the price is 8,680 yuan per square meter. Residents can use the housing provident fund of their direct relatives as a supplement to the renovation funds. Moreover, the audit team participated by residents will break down the renewal costs item by item, and the cost ledger is basically open to the public.
• Other Disposal Methods: Keqiao District mainly adopts three methods to handle prefabricated panel houses. The first is normal use. After inspection, the vast majority of prefabricated panel houses meet the safety requirements for use and have no safety hazards. In this case, homeowners only need to use the houses reasonably according to their designed purposes. The second is evacuation and prevention. For prefabricated panel houses identified as dangerous, evacuation and prevention measures are taken. For example, after inspection, 7 C-grade dilapidated buildings were found in the Kefu Community, and at this stage, measures such as cutting off water and electricity and hard isolation are being used for evacuation and prevention. The third is urban organic renewal. Urban renewal is utilized to demolish the entire prefabricated panel community. For example, the Jinxiuyuan Community around the Keqiao Ancient Town is about to be demolished and renewed as a whole in combination with the ancient town's construction plan.
