Shanghai Prefabricated Housing Project

Admin 18 de septiembre de 2026

The Shanghai Prefabricated Housing Project mainly focuses on prefabricated buildings, covering aspects such as policies, implementation scope, indicator requirements, and industrial development.

Policies and Implementation Scope

The Shanghai Housing and Urban-Rural Development Management Commission issued Document No. 250 [2025] of the Shanghai Construction Materials Department, clarifying the implementation scope of prefabricated buildings. For residential building projects, newly constructed residential buildings are required to implement prefabricated construction, but specific independent building units with non-residential functions and residential buildings with a total of three floors or less are exempt. For public building projects, newly constructed projects with a total above-ground floor area exceeding 8,000 square meters are required to implement it. For industrial building projects, newly constructed projects with a total above-ground floor area exceeding 8,000 square meters are required to implement it, while specific office and living buildings, recognized major integrated circuit manufacturing projects, and shallow silos in newly constructed grain storage facilities are exempt. For other building projects, newly constructed projects with a total above-ground floor area exceeding 8,000 square meters are required to implement it, while small supporting facilities such as independently set structures are exempt.

Indicator Requirements

Except for specific scopes, for newly constructed building units within the implementation scope, the prefabrication rate of a single unit shall not be less than 40% or the assembly rate of a single unit shall not be less than 60%. Specific scopes include: for residential buildings exceeding 100 meters in height, the prefabrication rate of a single unit shall not be less than 15% or the assembly rate of a single unit shall not be less than 35%; for residential buildings with a height of 18 meters or less and six floors or less, the prefabrication rate of a single unit shall not be less than 30%, and there are corresponding requirements for the assembly rate, but the document does not fully state them.

Industrial Development

In terms of policy promotion, Shanghai requires the integration of prefabricated buildings with intelligent construction in the Action Plan for Promoting High-Quality Development of the Construction Industry in Shanghai. The use of prefabricated technology and BIM modeling is mandatory for commercial residential land, and subsidies such as loan interest discounts are available. In terms of technological upgrading, by the end of 2025, 30% of the production capacity of prefabricated component factories will be intelligent. Automatic steel bar welding and concrete robot pouring will become standard, and digital twin technology can be used to detect design conflicts in advance. Implementation cases include the use of fully prefabricated balconies in the Songjiang Sheshan resettlement housing to solve leakage problems and the use of robot matrices in the North Bund super-tall building to shorten the construction period.
