Can Self-Made Prefabricated Panel Houses Be Reconstructed
Whether self-made prefabricated panel houses can be reconstructed depends on the situation, as urban and rural policy requirements differ:

Urban prefabricated panel houses: If a house is identified as a dilapidated building (such as a Class D dilapidated building), it can be included in the scope of the original-site reconstruction pilot program. For example, Building 28 in Sanlihe Area 1, Xicheng District, Beijing, was initiated for demolition and reconstruction in 2025 due to serious safety hazards, with the main structure capped in 45 days using modular prefabrication technology. The "15th Five-Year Plan for Urban Renewal" issued by the State Council in May 2026 clearly supports the self-initiated renewal and original-site reconstruction of old housing, setting a target of renovating more than 500,000 units (rooms). However, it should be noted that urban renewal must strictly comply with policy guidelines: Houses that are not dilapidated or not in key renovation areas may not be eligible for the original-site reconstruction policy for the time being, and the renovation list issued by the local government should prevail. In addition, reconstruction projects must meet current building safety standards, especially seismic performance requirements, such as adopting new seismic structures or reinforcement technologies.
Rural prefabricated panel houses: Reconstruction is possible when the following conditions are met:
- Planning compliance: The house must be located within the scope of the village plan and must not occupy permanent basic farmland or ecological protection red lines;
- Legal ownership: It is necessary to hold a homestead use right certificate or a collective construction land use right certificate, and the house must not be identified as an illegal building;
- Safety compliance: It must pass professional agency identification to confirm that the house structure is safe or can meet standards after reinforcement. The reconstruction process includes: submitting an application to the village committee → review and public announcement by the township government → approval by the county-level natural resources department → obtaining a construction land planning permit. It is necessary to strictly abide by the farmland protection system, and unapproved construction or construction exceeding the area is strictly prohibited.
Common requirements for both types of houses: Whether in urban or rural areas, reconstruction must meet current building safety standards, especially seismic performance. Urban houses need to focus on the scope of policy pilot programs and local renewal plans, while rural houses need to ensure legal ownership, compliant procedures, and avoid damaging farmland. It is recommended to consult the local housing and construction department or planning department before reconstruction to confirm specific policy requirements and operational procedures.
