Quyang Rural Mobile Toilet Renovation

Admin 06 de octubre de 2026

In Quyang County's rural areas, while there is no explicit mention of 'mobile toilet renovation,' there are relevant plans for the renovation of sanitary household toilets. The following provides an introduction from the perspectives of work approach, construction standards, construction models, and incentive standards:

Work Approach: The toilet renovation work in Quyang County's rural areas adheres to the principle of 'quality over quantity, effectiveness over speed, and seeking excellence rather than rapid progress.' It fully respects the wishes of farmers, as they are the direct users of toilet renovations. Only when farmers are willing to participate can the renovation work proceed smoothly. At the same time, it insists on adapting measures to local conditions and implementing differentiated strategies. Given the differences in geographical environments and economic conditions among rural areas in different regions, appropriate renovation plans must be formulated based on actual circumstances to ensure that 'each toilet built is a success and is put into use,' promoting the renovation of all willing and eligible households.

Construction Standards: The renovation of rural household sanitary toilets advocates for whole-village promotion, aiming to move toilets from streets to courtyards and, where possible, indoors. Toilet structures should have walls, a roof, and a door (except for special designs), ensuring cleanliness, odorlessness, and the absence of flies and maggots. They should also have sufficient usable area and space to provide a comfortable environment for farmers. The volume of the septic tank should be no less than 1.5 cubic meters, featuring impermeability, non-leakage, and a sealed cover with a manure extraction port and an exhaust pipe for convenient fecal matter treatment and gas emission. Flushing facilities, squat toilets (or sit toilets), and exhaust pipes (including rain caps) must use products that meet national standards and are of high quality to ensure the normal use and durability of the toilets.

Construction Models: In accordance with provincial and municipal work requirements, new technologies and models for toilet renovation, such as ordinary electric water flushing and intelligent insulated negative-pressure water flushing, are being promoted. For farmers who are willing and have better economic conditions, the renovation of toilets with integrated black and gray water treatment models can be promoted. Other models should, in principle, be superior to the electric water flushing model; otherwise, no incentives will be provided, thereby encouraging the adoption of more advanced and effective renovation models.

Incentive Standards: The renovation of rural household toilets adopts an incentive approach, with an incentive fund of 800 yuan for each newly built rural water-flushing sanitary household toilet. The shortfall is to be covered by farmers' self-financing and labor contributions, reducing the burden of renovation on farmers.
