Prefabricated Housing in Qingdao
Admin 19 de septiembre de 2026
In Qingdao, the pilot scope for the original demolition and reconstruction of prefabricated housing mainly includes two types of old housing. At the same time, building types that are not included in the pilot are clarified, and supporting policies in various aspects such as planning, land, and funding are provided. The details are as follows:

I. Types of housing included in the pilot scope
- Old prefabricated panel housing with substandard seismic performance: This refers to prefabricated panel residential housing that is legally constructed on state-owned land in urban built-up areas and has obtained real estate property certificates, but its seismic performance fails to meet current regulatory requirements. Due to insufficient structural safety, such housing is listed as a priority for reconstruction.
- Old housing identified as Class C or D and without repair value: According to the 'Standards for the Appraisal of Dangerous Buildings', Class C refers to partially dangerous buildings, and Class D refers to entirely dangerous buildings. If a building is appraised by a professional institution as falling into these two classes and cannot have its functionality restored through repair and reinforcement or if it is not economically reasonable to do so, it will be included in the pilot scope.
II. Building types not included in the pilot scope The following five types of buildings are explicitly excluded:
- Villa-type real estate development projects (including private manors, etc.);
- Immovable cultural relics, historic buildings, and traditional-style buildings;
- Buildings within areas where new construction or expansion is prohibited as stipulated in the 'Qingdao Urban Landscape Protection Regulations';
- Buildings already included in land and housing expropriation plans or land reserve plans;
- Buildings explicitly required to be demolished in the regulatory detailed plan (control plan).
III. Supporting policies
- Flexible control of planning indicators: It is allowed to appropriately increase the building area, improve residential functions, add public service facilities, and develop underground space. If indicators such as spacing and sunlight cannot meet current standards, or if the unit area does not meet daily needs, control can be maintained at a level not lower than the current status.
- Simplified land procedures: The land nature and ownership of the project remain unchanged. Existing land use documents and other materials can be used as land proof documents to handle relevant procedures.
- Fund-raising mechanism: The reconstruction costs are borne by the property owners in proportion to the building area, following the principle of 'who owns, who contributes; who benefits, who contributes'. Financial institutions are encouraged to provide credit support and expand the coverage of housing provident fund withdrawal and loan policies to support depositors in using the funds for original demolition and reconstruction or paying rent. The policy support scope can be extended to the parents and children of both the depositor and their spouse.
