Pudong New Mobile Toilets
Pudong New Area has developed a systematic approach to the construction of mobile toilets, covering four dimensions: facility upgrades, functional optimization, humanistic care, and market services.

I. 2024 Mobile Toilet Renewal Project
The Pudong New Area Greening and City Appearance Administration Bureau has approved the procurement and renewal of seven mobile toilets at locations such as Puyi Road and Pu'ao Road, and Yongtai Road Bus Stop 572. The new toilets strictly adhere to barrier-free design standards, featuring separate men's and women's restrooms and equipped with a third restroom to meet the needs of special groups (such as people with disabilities and mothers with infants). The total investment for the project is 2.485 million yuan, with 1.8 million yuan allocated from the 2024 fiscal budget and the remaining amount included in the 2025 budget, reflecting a phased funding guarantee mechanism.
II. Upgraded Mobile Toilets Already in Use
Seven public toilets, including those at Haitong Road and Meihua Road, and Century Avenue and Weifang Road, have been renovated. The design incorporates soft colors such as light beige and light brown, significantly enhancing their integration with the surrounding environment. Functionally, barrier-free access and stainless steel handrails have been added, and the interiors are equipped with "age-friendly and child-friendly restrooms," including details such as support handrails and child safety seats. Technologically, electronic screens displaying real-time restroom status have been introduced, using red and green lights to avoid usage conflicts and improve management efficiency.
III. Construction of a Care System for Sanitation Workers
Some renovated public toilets, such as the one at the intersection of Century Avenue and Weifang Road, have innovatively added "sanitation stations" equipped with facilities like refrigerators, showers, microwaves, and charging ports, providing one-stop services for rest, replenishment, and cleaning for sanitation workers. This initiative not only improves the working conditions of outdoor workers but also enhances the social service value of public toilets through functional integration. Pudong New Area plans to gradually expand the coverage of these stations to establish a long-term care mechanism.
IV. Market-Oriented Service Support System
Companies in the region, such as Shanghai Shijie Energy Saving and Environmental Protection Technology Engineering Co., Ltd., provide full-chain services for mobile toilets, including leasing, sales, and customized design. The products are suitable for diverse scenarios such as city squares, tourist areas, and construction sites, with recommendations tailored to terrain, power conditions, and budget requirements. For example, solar-powered toilets can be used in areas without power supply, and modular toilets for rapid deployment can be provided for temporary events, meeting differentiated needs.
Pudong New Area promotes the transformation of mobile toilets from single sanitation facilities to multi-functional public service carriers through a combination of policy guidance, technological upgrades, and humanistic care, providing a replicable practical model for refined urban governance.
