Handling of Prefabricated Panel Structure Houses
The handling methods for prefabricated panel structure houses mainly include five approaches: safety inspection and assessment, reinforcement and renovation, demolition and reconstruction, original demolition and reconstruction, and expropriation and resettlement.

Safety inspection and assessment is the fundamental step in handling prefabricated panel houses. Professional institutions conduct safety assessments on the houses to determine their safety status levels. A Grade C house indicates that the local load-bearing structure does not meet the requirements for safe use, with local hazards present; a Grade D house means that the load-bearing structure no longer meets the requirements for safe use, and the entire building is at serious risk. This step provides a scientific basis for subsequent handling measures.
Reinforcement and renovation are suitable for houses where the main structure is undamaged or local hazards can be eliminated through engineering measures. For older prefabricated panel houses, a comprehensive structural safety assessment is required, focusing on checking the width of cracks in the prefabricated panels and their connection status with ring beams. Reinforcement measures include setting up temporary support systems, removing the original filling materials and implanting steel bars, and adding structural columns. During construction, the principle of segmental demolition and cutting should be followed, and the stress changes in the support system should be monitored in real-time to ensure construction safety.
Demolition and reconstruction are mainly aimed at Grade D dangerous houses or three types of prefabricated panel houses that are prioritized for demolition. These houses have systemic damage in areas such as foundations, walls, and beam-slab connections, making repair costly and construction difficult. Demolition and reconstruction can completely eliminate safety hazards and enhance the houses' resistance to natural disasters such as earthquakes and floods.
Original demolition and reconstruction is an innovative approach adopted in some regions, with its implementation depending on assessment conclusions, planning conditions, financial capabilities, and resident consultations. This method involves rebuilding houses on the basis of retaining the original land use rights, through funding from homeowners or government subsidies. It not only resolves safety hazards but also meets residents' housing needs.
Expropriation and resettlement is the primary handling method for prefabricated panel houses included in urban renewal and dilapidated housing renovation projects. For houses within the demolition scope, the government will carry out expropriation and resettlement, safeguarding residents' legitimate rights and interests through monetary compensation or property rights exchanges. This approach helps promote the urban renewal process and improve the overall living quality of the city.
