Prefabricated Panel House Renovation Action
The Prefabricated Panel House Renovation Action is being advanced in multiple regions, with key measures including policy support, hazard mitigation, risk prevention, and structural reinforcement renovations.

I. Policy Support and Institutional Development
Multiple regions are providing a basis for renovations through legislation or policy documents. Jiangxi Province has promoted the enactment of the "Jiangxi Urban Renewal Regulations," clarifying that old houses can be independently updated or rebuilt on their original sites under the premise of complying with planning and ensuring safety, providing legal support for the renovation of dilapidated prefabricated panel houses. At the same time, a leading group for the safety management of urban housing use has been established to coordinate the advancement of safety management for existing housing. Hunan Province has established systems for housing safety inspections, safety management funds, quality and safety insurance, improved the property maintenance fund system, built a market-oriented guarantee mechanism, and promoted the conversion and mixed use of building functions.
II. Hazard Mitigation and Renovation Implementation
Jiangxi Province focuses on C and D-grade dilapidated houses, using the national housing and building survey system to inventory urban dilapidated houses, recording data on 37,000 prefabricated panel houses, and formulating annual renovation plans. By 2025, the province has initiated renovations on 13,000 sets,压实 local responsibilities through regular scheduling and on-site supervision. Hunan Province promotes the renovation and utilization of existing housing such as old factories and inefficient buildings on the basis of meeting safety conditions, improving resource utilization efficiency.
III. Risk Prevention and Safety Assurance
Jiangxi Province conducts urban health checks across four dimensions—housing, neighborhoods, blocks, and urban areas—defining 60 indicators to identify housing safety hazards and including old prefabricated panel houses in the Xihu District of Nanchang City in a housing quality and safety insurance pilot. At the same time, a "Housing Safety Knowledge Manual" has been compiled to strengthen publicity and education, enhancing public safety awareness. Hunan Province builds a long-term mechanism for housing quality and safety through market-oriented means such as safety inspections and insurance systems.
IV. Structural Reinforcement and Renovation Practices
In Xiantao, Hubei, for three-story prefabricated panel buildings from the 1990s, where random demolition and new construction are prohibited, an overall structural reinforcement approach has been adopted to convert them into frame structures. By adding main beams and columns and maintaining them with water spraying, the seismic resistance and load-bearing capacity of the houses have been enhanced. Such renovations extend the service life of the houses through technical means while retaining the original architectural layout, balancing safety and economy.
