Compensation for Demolition of Prefabricated Panel Houses

Admin 18 de septiembre de 2026

Not all prefabricated panel houses are demolished. Only those identified as dilapidated or included in urban demolition plans are eligible for compensation, which mainly comes in three forms: monetary compensation, property rights exchange, and housing voucher settlement.

Monetary Compensation: The government transfers the compensation amount to the bank card in one lump sum. The compensation amount is calculated by a third-party appraisal company with reference to the surrounding second-hand housing market, covering the value of the house itself, decoration costs, moving expenses, temporary rental expenses during the transition, and signing bonuses for timely agreements. This method is suitable for families who want cash, plan to move elsewhere, and do not want to wait for resettlement housing. However, it should be noted that due to the old age of prefabricated panel buildings, depreciation will be considered in the appraisal. The compensation should not be lower than the surrounding second-hand housing market prices. All amounts must be included in a written agreement, and verbal promises are invalid. After receiving the money, families need to bear the risks of house purchasing and fluctuations in housing prices on their own.

Property Rights Exchange: After demolishing the old house, a new one is provided, with the difference in area between the old and new houses being settled by either refunding or making up the difference. This can be divided into on-site relocation and off-site resettlement. On-site relocation involves rebuilding on the original site, while off-site resettlement involves allocation to other areas. This method is suitable for families who do not want to leave their familiar environment, have limited savings, and only need one housing unit. However, before signing, the location, area, layout, and delivery time of the resettlement housing must be clearly specified and included in the agreement. Be cautious of the large common area in resettlement housing, which may reduce the actual indoor space, as well as delayed delivery issues, with clear provisions for overdue compensation.

Housing Voucher Settlement: The government issues housing vouchers as购房代金券 (housing purchase vouchers) that can be used to purchase housing in government-designated commercial housing developments and deduct the housing price. Some places offer additional subsidies for choosing housing vouchers. This method is suitable for families who want to buy existing commercial housing, do not want to wait for resettlement housing, and are concerned about managing large amounts of cash. However, it should be noted that housing vouchers have an expiration date and cannot be used to purchase housing in any development. Before use, check the validity period of the housing voucher and the range of available developments. Any amount exceeding the voucher value must be paid by the family themselves.

In addition, before signing, calculate the accounts for housing value, moving expenses, transition expenses, and early signing bonuses. The compensation for housing value should not be lower than the market price of similar real estate on the date of the expropriation decision announcement, as appraised by a qualified appraisal agency. If there are objections to the appraisal results, an application for review or expert appraisal can be made. The calculation methods for moving expenses and transition expenses vary depending on the choice, and the terms of the agreement must be clarified. Early signing bonuses should not replace the items that should be compensated, and the overall reasonableness of the compensation must be evaluated first.
