Prefabricated Housing Policy
Policies related to prefabricated housing vary by region and housing type, mainly including the Shanghai Prefabricated Building Policy, the Shandong Prefabricated Rural Housing Technical Guidelines, and the Ministry of Housing and Urban-Rural Development's Urban Renewal Policy.

Shanghai Prefabricated Building Policy: This policy sets out requirements for prefabricated building indicators for residential buildings, public buildings, and industrial buildings among newly constructed buildings. Specifically, residential building projects with a total of three floors or less (including three floors) are exempt from implementing prefabricated construction. For other residential buildings, except within specific scopes, the prefabrication rate of individual prefabricated buildings should be no less than 40% or the assembly rate no less than 60%. For residential buildings over 100 meters in height, the prefabrication rate should be no less than 15% or the assembly rate no less than 35%; for residential buildings under 18 meters and six floors or less, the prefabrication rate should be no less than 30%. These regulations aim to promote the development of prefabricated buildings and improve building quality and efficiency.
Shandong Prefabricated Rural Housing Technical Guidelines: These guidelines specify that prefabricated rural houses should be prefabricated or partially prefabricated in factories and provide design and construction specifications for structural systems such as concrete shear walls, EPS module cast-in-place concrete, and light steel frames. In terms of material selection, materials should be chosen based on local conditions, prioritizing green and economical building materials while prohibiting the use of high-energy-consuming and polluting materials. Additionally, designs should reflect regional characteristics, consider the needs of the elderly, and meet residential functional requirements such as sunlight and ventilation to enhance the comfort and safety of rural housing.
Ministry of Housing and Urban-Rural Development's Urban Renewal Policy: This policy lists dilapidated prefabricated panel houses in cities as targets for demolition and reconstruction due to their short service life, poor quality, and poor sound insulation, which seriously affect residents' quality of life and the city's image. The policy requires the simultaneous construction of long-term rental housing at low to medium prices and small to medium sizes after demolition, providing living spaces for key groups such as new citizens and low-income individuals in need, thereby improving the urban living environment and residents' quality of life.
