Prefabricated House Renovation
The renovation of prefabricated houses should be carried out based on the condition of the houses, policy requirements, and regional planning. Common methods include demolition and reconstruction as well as partial renovation.

Regarding demolition and reconstruction: Prefabricated panel houses built in the 1970s and 1980s suffer from issues such as poor thermal insulation and sound insulation, short designed service lives, and becoming dangerous buildings after "over-serving" their lifespans, which seriously affect the quality of life of residents and the city's image. Although the Notice on Preventing Large-Scale Demolition and Construction in the Implementation of Urban Renewal Actions (Draft for Comment) issued by the Ministry of Housing and Urban-Rural Development requires strict control over large-scale demolition in urban renewal and guides development towards "precision" and "orderliness", these dilapidated prefabricated panel houses will still be demolished and reconstructed. During the demolition and reconstruction process, the construction of long-term rental housing at medium-to-low prices and with small-to-medium unit sizes will be carried out simultaneously to provide suitable living spaces for key groups such as new citizens and low-income families in need, meeting their housing demands.
Regarding partial renovation: Some regions are actively promoting the renovation and upgrading of old prefabricated panel residential areas. Taking Yuecheng District in Shaoxing as an example, there are over a hundred unrenovated prefabricated panel residential areas built before 2000, involving more than 22,000 households. In the later stage, some prefabricated panel residential areas with severe structural hazards and strong renovation willingness among residents will be prioritized as renovation pilots. In addition, some houses with prefabricated panel structures have undergone renovations to achieve changes in appearance and some functions, such as the renovation of the main gate of rural prefabricated panel houses, improving the usability and aesthetics of the houses.
Regarding policy orientation: Urban renewal policies emphasize "precision" and "orderliness" to avoid resource waste and social issues caused by large-scale demolition and construction. For the renovation of prefabricated houses, it is necessary to formulate scientific and reasonable renovation plans based on policy requirements, combined with the actual conditions of the houses and the needs of residents, ensuring that the renovation work not only meets the needs of urban development but also effectively improves the living conditions of residents.
