Prefabricated Panel Houses in Northern China
Prefabricated panel houses in northern China are buildings constructed primarily using prefabricated panels, which are factory-made cement components. Existing houses are facing opportunities for renovation, but not widespread demolition.

Basic Information on Prefabricated Panel Houses
Prefabricated panels are cement components made in factories. During production, a wooden model is first nailed together, then steel bars are arranged and cement is poured to form the panels, which come in solid and hollow types. This building form originated in the early 20th century, and most residential buildings constructed in China before 1985 adopted this structure. In the 1970s and 1980s, due to their advantages of rapid construction and low cost, they quickly filled the housing gap for urban residents and addressed housing shortages during a specific historical period.
Existing Problems with Prefabricated Panel Houses
Existing prefabricated panel houses generally have numerous issues. Weak earthquake resistance: During the Tangshan earthquake, the collapse rate of prefabricated panel houses was more than three times that of brick-concrete structures, with poor integrity being a fatal flaw. Poor sound insulation and thermal insulation performance: This affects the comfort of living. Limited service life: Approximately 30 - 50 years. According to statistics, among the approximately 7.8 million sets of prefabricated panel houses nationwide, 67% have structural aging problems, and 41% also have hidden fire safety risks, raising concerns about living safety.
Renovation Policies for Prefabricated Panel Houses
In 2025, a new national policy was introduced, bringing renovation opportunities for prefabricated panel houses, but not “widespread demolition.” Instead, it precisely targets two types of high-risk buildings: Grade D dilapidated houses and prefabricated panel houses built before the 1980s. At the same time, buildings that are difficult to withstand natural disasters and affect urban planning are also prioritized for demolition.
Compensation Methods for Demolition of Prefabricated Panel Houses
For the demolition of prefabricated panel houses, the government offers multiple compensation methods. The monetary compensation plan is no less than 110% of the market price of surrounding commercial housing, safeguarding the economic interests of residents. Property rights exchange has innovated traditional resettlement methods, providing residents with new housing options. In addition, the housing voucher resettlement system is also being implemented, further enriching compensation forms to meet the needs of different residents.
