• Used as Warehouses: Container houses are movable metal structures, not traditional buildings. If used as warehouses and not occupying public land or having obtained approval from relevant management departments such as property management, they are generally not considered illegal structures.
• Used for Residential Purposes: If container houses are used for living, they are usually classified as illegal structures. This is because defining an illegal structure requires two conditions: first, it is a building; second, it is constructed without approval in violation of regulations. Container houses used for living often do not meet building code requirements and lack necessary approval procedures.

State Policy Support for Prefabricated Buildings

• Policy Promotion: The state strongly advocates green and prefabricated buildings. The 'Implementation Plan for Carbon Peaking in the Urban and Rural Construction Sector' issued by the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission proposes that by 2030, prefabricated buildings should account for 40% of newly built urban buildings in that year. Container-type modular prefabricated houses, as a form of prefabricated buildings, have been recognized by the industry in this development trend.
• Development Opportunities: Since the post-earthquake reconstruction after the 2008 Wenchuan earthquake, container house construction has gradually been applied on a large scale in China. At the same time, the 2008 international financial crisis prompted some domestic enterprises to focus on container house construction as a development priority, providing opportunities for the development of container houses.

Application and Development of Container Houses

• Wide Range of Application Scenarios: Container houses can be used in various scenarios such as temporary office spaces, tourist resort homestays, smart waste stations, construction site dormitories, entrepreneurial shops, coffee shops, and offices, meeting different scales and needs.
• Industrial Agglomeration and Development: Since 2022, China has promoted the development of prefabricated buildings. Wen'an County in Hebei Province has formed an industrial agglomeration area, and its developed 'space capsule' smart container houses have been put into use. At the same time, the domestic container mobile house industrial belt is mainly concentrated in the Yangtze River Delta and Pearl River Delta regions. The production capacity and quality control standards of leading large-scale production enterprises are much higher than those of small and medium-sized scattered processing factories.
