Mobile Toilet Waste Classification Policy

Admin 02 de octubre de 2026

Currently, no unified policy specifically targeting waste classification in mobile toilets has been found. However, the disposal of waste from mobile toilets must adhere to relevant environmental protection and waste classification principles, and policies promoting household waste classification implemented by the state and some regions also provide certain guidance.

I. Waste Disposal Principles for Mobile Toilets in Some Regions Different regions have varying regulations for the disposal of waste from mobile toilets. In the rental of mobile restrooms in Shangrao, waste is divided into two categories: fecal sewage and other waste. Fecal sewage contains a large amount of organic matter and pathogens. If discharged randomly, it can cause environmental pollution and the spread of diseases. Therefore, it needs to be transported by specialized suction trucks to designated treatment stations for professional treatment to meet standards before being discharged or reused. Other waste, such as tissues and plastic bags, needs to be collected separately and classified according to sanitation requirements for resource recovery and utilization and to reduce environmental pollution. In the rental of mobile toilets at construction sites in Pingxiang, waste is mainly divided into two categories: sewage (such as toilet wastewater) and solid waste (toilet paper, feces, etc.). If discharged directly, sewage can pollute water bodies and affect the ecological environment. Therefore, it needs to be discharged into municipal sewage networks or designated treatment plants for treatment to meet standards before being discharged. Solid waste needs to be classified into the construction waste recycling system and is prohibited from being mixed with household waste for landfilling because the treatment methods and requirements for construction waste and household waste are different, and mixing them can affect treatment effectiveness and resource recovery and utilization.

II. Guidance Significance of Relevant Policies at the National and Some Regional Levels The Several Opinions on Further Promoting Household Waste Classification Work proposes the widespread implementation of a household waste classification and resource utilization system, adherence to source reduction, and the establishment of a classification system for投放 (disposal), collection, transportation, and treatment. This provides an overall direction and principles for the classification and treatment of waste from mobile toilets. Waste from mobile toilets should also follow the requirements of source reduction and classification treatment to reduce waste generation and improve resource recovery and utilization rates. The Three-Year Action Plan for Improving the Quality and Efficiency of Household Waste Classification Work in Sichuan Province (2023-2025) proposes a comprehensive improvement in the full-chain management level of household waste classification, including actions to improve the quality and efficiency of the classification collection and transportation system. By the end of 2025, the standardized construction and renovation of 90,000 household waste classification collection points (stations) in residential communities will be completed, with a standardization rate of classification disposal facilities exceeding 90%. This helps improve the collection, transportation, and treatment links of waste classification for mobile toilets and enhances the efficiency and quality of classification treatment.
