Mobile Toilet Usage Standards
Currently, there are no directly unified and detailed usage standards for mobile toilets, but relevant norms can be referenced from management requirements and accessible toilet stall standards:

Management Requirements: The actual use of mobile toilets should avoid resource idleness due to management issues. For example, in April 2026, in Linpu Town, Xiaoshan District, Hangzhou, Zhejiang, a mobile toilet temporarily installed by the construction party was locked for a long time because its temporary nature was not clearly indicated, which raised doubts among citizens. Such issues can be resolved through standardized management methods:
- Clear Identification and Public Notice: The management party should post notices on the exterior of the mobile toilet, specifying its usage nature (e.g., temporary facility), target users (e.g., construction party, citizens), and opening hours to avoid misunderstandings due to lack of information.
- Dynamic Assessment of Opening Demand: The management party should assess whether to open the mobile toilet to the public based on actual conditions. For instance, if there is a high demand for toilet use among citizens during construction, the opening hours can be adjusted or the number of toilet stalls can be increased; if construction needs take priority, the reasons for closure and alternative solutions should be announced in advance to balance the needs of both parties.
- Clear Responsibility Entity: A specific person or unit should be designated to be responsible for the daily maintenance, cleaning, and opening management of the mobile toilet to ensure its usability and avoid long-term idleness.
Accessible Toilet Stall Standards: Mobile public toilets should meet accessible design requirements to ensure convenience for special groups:
- Space Dimensions: The net dimensions of an accessible toilet stall should be at least 1.8 meters by 1.5 meters, and a 1.5-meter-square wheelchair turning area should be reserved to ensure that users have enough space to turn around, close the door, etc.
- Door Width and Opening Method: The width of the toilet stall door must be at least 80 centimeters, and outward-opening doors or electric doors should be preferred. Outward-opening doors can prevent wheelchairs from getting stuck inside, and electric doors facilitate independent operation by people with mobility impairments.
- Auxiliary Facilities: The toilet stall should be equipped with safety facilities such as handrails and emergency call devices. The floor should be slip-resistant, and details such as low-level washbasins should be provided to enhance safety and comfort during use.
Although the above standards are not mandatory and unified norms, they can serve as reference bases for the design, management, and use of mobile toilets to improve their practicality and social benefits.
