Supervising Authority for Mobile Toilets

Admin 03 de octubre de 2026

The supervising authority for mobile toilets varies depending on different scenarios and locations, and can be categorized into the following situations:

Government departments are the primary supervisory entities for the management of mobile toilets in public places. When mobile toilets are installed in public areas such as squares, stations, and commercial streets, government departments formulate management regulations and maintenance standards, scientifically plan the number and locations of toilets based on factors such as pedestrian traffic and usage frequency, and oversee subsequent maintenance work. For example, urban planning departments may participate in site selection approvals, and health departments may establish hygiene standards, forming a multi-department collaborative management model.

Property service enterprises are responsible for the management of mobile toilets in public areas within residential communities. According to Article 939 of the Civil Code of the People's Republic of China, if mobile toilets are placed in common areas such as community roads and greenbelts owned by residents, property service enterprises are required to undertake responsibilities for repair, maintenance, cleaning, etc., to maintain basic order and ensure the safety of residents. Their management scope is typically limited to areas within the planned red line of the residential community.

Urban management and comprehensive law enforcement departments (urban management departments) have jurisdiction over adjacent public areas outside the planned red line of residential communities. If mobile toilets are installed at the junctions between residential communities and public spaces such as urban roads and sidewalks, urban management departments are required to monitor whether they affect the urban appearance and regulate their placement to prevent disorderly stacking or illegal occupation of public spaces, in accordance with the Regulations on Urban Appearance and Environmental Sanitation.

Property management companies undertake the daily operation of mobile toilets within their jurisdiction. This includes regularly inspecting the integrity of facilities, cleaning waste, replenishing consumables such as toilet paper and hand soap, and collecting user feedback to optimize services. Their management focuses more on the details of user experience maintenance and usually forms collaborative relationships with property service enterprises or professional cleaning companies.

Professional cleaning service companies, as contractors, are responsible for deep cleaning. For mobile toilets with high usage frequency, such companies formulate disinfection plans, use professional equipment for thorough cleaning, and develop emergency plans to address sudden issues such as blockages and odors, ensuring that toilets consistently meet hygiene standards.

Local sanitation departments or professional operation companies are the direct managers in specific scenarios. For example, outdoor mobile toilets in cities like Jiujiang are maintained by municipal management departments or contracted sanitation companies; toilets in scenic spots and parks may be directly managed by scenic spot management entities; and toilets in streets and squares are coordinated and allocated resources by sanitation departments, forming a localized management model.
