Mobile Toilet Procedures

Admin 21 de septiembre de 2026

The procedures for mobile toilets vary depending on their type and usage scenarios, mainly divided into two categories: vehicle-mounted mobile toilets and mobile toilets placed on forest land. The specific procedures are as follows:

Vehicle-Mounted Mobile Toilets

  1. Legal Transportation Procedures and Permits
It is necessary to obtain a special transportation permit in accordance with the regulations of the local traffic management department to ensure the legality and safety of transportation. Some regions also require obtaining approval documents from relevant departments to comply with urban planning and environmental protection requirements.

  2. Procedures Related to Government Procurement Projects
If it is a government procurement project, the supplier needs to have the ability to independently assume civil liability and provide financial status reports, records of tax payments, and social security fund contributions.

  3. Basic Administrative Approval
Submit an application to the local government department, obtain a permit document, and the processing time usually takes 10-15 working days.

  4. Operational Procedures
It is necessary to formulate an operational plan, equip professional personnel, and purchase necessary insurance to ensure operational compliance.

  5. Installation and Maintenance Requirements
Installation should be carried out by professional technicians, and regular maintenance and cleaning should be conducted to ensure safety and hygiene during use.

  6. Precautions for Cross-Regional Use
If cross-regional use is required, it is necessary to report the transportation route to the cities along the way to ensure compliance with the regulations of each region.

Mobile Toilets Placed on Forest Land

  1. Preliminary Preparations
Submit a written application to the county-level forestry administrative department, specifying the type of forest land procedures to be handled, and provide a project description and land use requirements. At the same time, it is necessary to prepare materials such as the application form for the use of forest land, the qualification certificate of the land-using unit, the approval document for the construction project, the ownership certificate and detailed list of the forest land to be used or forest land certificate, the feasibility report for the use of forest land for the construction project or the forest land status survey form, etc. The county-level forestry administrative department or its entrusted unit will organize personnel to conduct on-site inspections to verify the scope, type, area, and ownership of the forest land, and fill in the 'On-Site Inspection Form for the Use of Forest Land'.

  2. Review and Approval
The county-level forestry administrative department conducts a preliminary review of the application materials. If they meet the conditions, it puts forward preliminary review opinions and reports them level by level in accordance with regulations. The provincial and municipal forestry administrative departments conduct further reviews of the reported materials and, if necessary, conduct on-site inspections, focusing on reviewing whether the project complies with forest land protection and utilization planning and relevant policies and regulations. Based on the project type and approval authority, an administrative licensing decision is made, and a 'Forest Land Use Approval Certificate' is issued for those approved for use.

  3. Subsequent Procedures
The land-using unit needs to pay forest vegetation restoration fees to the forestry administrative department in accordance with national standards and handle construction land approval procedures in accordance with land management laws and regulations with the 'Forest Land Use Approval Certificate'. After obtaining the forest land procedures, the land-using unit should comply with relevant laws and regulations, reasonably use and manage forest land resources, and the forestry administrative department will conduct regular supervision and inspections.
