Which Unit is Responsible for Mobile Toilets

Admin 19 de octubre de 2026

The management unit for mobile toilets depends on their usage scenario and location, as detailed below:

  1. Within public areas of residential communities
    If a mobile toilet is placed in public areas of a residential community (such as roads or greenbelts), the primary management responsibility lies with the property service enterprise. According to Article 939 of the Civil Code of the People's Republic of China, property service providers are obligated to maintain the common parts of the property service area owned by the residents, including the cleaning and maintenance of public facilities. If sanitation issues arise due to poor management, residents can request rectification from the property service provider.

  2. Outside the planned boundary of residential communities
    If a mobile toilet is located in urban public areas outside the planned boundary of a residential community (such as adjacent streets or squares), the management responsibility falls under the urban management comprehensive administrative law enforcement department (urban management department). According to the Regulations on Urban Appearance and Environmental Sanitation, the urban management department must ensure that public areas meet urban appearance and environmental sanitation standards, including the compliant placement and daily cleaning of mobile toilets.

  3. Public areas (such as parks, scenic spots, large event venues)
    In public places like parks and scenic spots, the operation of mobile toilets is typically handled by the local environmental sanitation department or professional service companies. For example, in Jingdezhen and other regions, unified arrangements are made for cleaning and fecal extraction to ensure the proper functioning of facilities. Mobile toilets in such venues are often maintained by third parties commissioned by the government or management to safeguard public health.

  4. Commercial venues (such as shopping malls, hotels, construction sites)
    The management responsibility for mobile toilets in commercial venues may vary depending on the situation:

  • Some businesses may sign contracts with professional cleaning companies, which are responsible for daily cleaning and maintenance;
  • Construction sites may arrange for personnel to handle it themselves, although such cases are rare and must comply with environmental protection requirements.
  1. Temporary events (such as exhibitions, concerts)
    Mobile toilets for temporary events are usually cleaned by the leasing company after the event. The leasing company will arrange for fecal extraction and equipment recovery once the event concludes. If the event organizer leases the toilets independently, the cleaning responsibility should be clearly specified in the contract to avoid subsequent disputes.

  2. Special circumstances
    If mobile toilets are placed in response to public health events or large-scale events, their management may involve coordination from the health department or event organizers. For instance, mobile toilets temporarily installed during the COVID-19 pandemic must meet health and epidemic prevention standards and are jointly supervised by multiple departments.

In different scenarios, the management unit and responsibility division for mobile toilets should be determined based on the specific location, purpose, and local regulations. In case of management disputes, the responsible entity can be clarified based on relevant laws, regulations, or contractual terms.
