Mobile Toilet Land Application

Admin 27 de septiembre de 2026

The application for land use for mobile toilets should be processed according to the following procedures based on the usage scenario and land nature:

1. Temporary Usage Scenarios
If mobile toilets are used for short-term events such as exhibitions or concerts, and do not change the original purpose of the land (e.g., the event venue is already commercial or public land), it is necessary to report to the event organizer or venue manager and obtain temporary usage permission. Some cities may require submission of an event plan, safety plan, and layout diagram of the mobile toilets to ensure compliance with venue management regulations.

2. Scenarios Involving Changes in Land Use
If mobile toilets need to be constructed on industrial or agricultural land that is not originally designated for toilet facilities, it is necessary to first apply to the local natural resources department for a change in land use. The process includes:

  • Submitting a change application, explaining the necessity of construction (e.g., serving surrounding residents or tourists);
  • Providing land ownership certificates, opinions from the planning department, and environmental impact assessments (if applicable);
  • After approval, obtaining construction permits according to the new land use and ensuring that the mobile toilets comply with health and environmental standards.

3. Construction in Public Areas
To set up mobile toilets in public areas such as city roads, parks, and squares, joint permission from the urban planning department and urban management department is required. Key review points include:

  • Compliance with the overall urban plan and public facility layout requirements;
  • Impact on traffic, city appearance, or public safety;
  • Whether sewage collection and treatment facilities are equipped to avoid environmental pollution.
    Unauthorized construction without permission may result in orders for demolition and fines.

4. Placement in Forest Land
If mobile toilets need to be placed in forest land, the following steps should be taken:

  • Preliminary Preparation: Submit a written application to the county-level forestry authority, specifying the type of use (e.g., temporary or long-term), and provide project descriptions, land use requirements, ownership certificates, and other materials; the county-level department will organize on-site inspections to verify the forest land scope, land type, and ownership.
  • Review and Approval: The materials will be submitted level by level to the provincial and municipal forestry authorities, with a focus on reviewing whether the project complies with forest land protection plans; after approval, the "Approval for Forest Land Use" will be issued.
  • Subsequent Procedures: Pay forest vegetation restoration fees and go through construction land approval procedures in accordance with the law; during use, accept supervision and inspection by the forestry department to ensure compliant use of forest land resources.

5. Key Points of the Application Report Template
Taking the establishment of a new mobile public toilet on a street as an example, the report should include:

  • Background and Necessity: Such as street pedestrian traffic, insufficient number or uneven distribution of existing public toilets;
  • Specific Plan: Location of the public toilet, specifications (e.g., number of squatting stalls), management methods (e.g., regular cleaning);
  • Expected Benefits: Improving public health levels and facilitating resident travel.
    Attachments: Site selection diagrams, on-site photos, resident demand survey questionnaires, specifications and parameter tables, and budget tables (if any).
